Howie Carroll, a New Jersey native, graduated from the University of Central Florida with
Bachelors in Public Administration and from the University of South Florida with a
Masters in Public Administration.
Howie has been involved in the affordable housing industry for approximately 17 years in
the State of Florida, working for the public, private and quasi-public sectors. During that
period, Mr. Carroll has gained an extensive knowledge of many state and federal affordable
housing, community and economic development programs and is often regarded as an expert in
the field. He is a member of the Florida Housing Coalition, American Society for Public
Administration, and is Vice Chair of the West Central Florida SHIP Steering Committee. Howie
also served as a gubernatorial appointment on the Florida Affordable Housing Study Commission
from 2003-2006.
