  • The Affordable Housing Department is Hillsborough County's primary custodian of federal and state grants and collectively administers federal and state funding in an effort to develop effective affordable housing and community development strategies for the low and moderate income citizens of Hillsborough County. These grants are:

    • Home Investment Partnership Program (HOME - 24 CFR Part 92)
    • Community Development Block Grant (CDBG - 24 CFR Part 570)
    • State Housing Initiatives Partnership (SHIP - 420.9071 - 420.9079 Florida Statutes and 67-37 Florida Administrative Code)
    • Neighborhood Stabilization Program (NSP), which was created and signed into law on July 30, 2008, as a part of the Housing and Economic Recovery Act of 2008 (HERA), to address the foreclosure crisis.

    The purpose of Hillsborough County's single family programs is to help families jump an underwriting hurdle in qualifying for mortgage loans. A modest increase in the down payment amount or a modest decrease in the mortgage interest rate, generated by Hillsborough County's programs, can often be just enough to allow families to qualify for loans for which they otherwise would not qualify.

    Hillsborough County’s multi-family programs allow tenants to obtain spacious and deluxe apartments for affordable rental payments. Currently, Hillsborough County has helped pay for approximately 40 existing and planned affordable housing projects that include more than 6,000 units. Grants have provided approximately $300 million for this program, including $33 million in local funds.

    In its pursuit of providing single family and multi-family affordable housing alternatives, Hillsborough County has used several funding sources in public-private partnerships to finance single family first-time homebuyer programs and multi-family new construction and rehabilitation. These financing sources have included:

    • Single Family Mortgage Revenue Bonds
    • Multi-Family Housing Revenue Bonds
    • HOME Investment Partnership Program (HOME)
    • State Housing Initiatives Partnership Program (SHIP)
    • State Apartment Incentive Loan Program (SAIL)
    • Impact Fee Relief
    • Low Income
    • Housing Tax Credits (LIHTC)
    Approximately $1 million of the CDBG grant funds are redistributed to various public services that directly provide social services to the community. These include organizations such as Hispanic Services Council, Mary and Martha House, Catholic Charities, Boys and Girls Clubs, and seniors in Service to Tampa Bay among others. The AHD annually solicits, reviews, and recommends to the Board of County Commissioners, for their final approval, the selection and funding level for various projects proposed by public and non-profit grantee organizations. Representative organizations include Small Business Technical Assistance, Self-Reliance, the Center for Women, Glover School, Hillsborough Association for Retarded Citizens, and the Homeless Coalition among others. Contract management and grant supervision is provided by the AHD throughout the year to ensure effective use of the grant funds.
