On July 30, 2008, the Housing and Economic Recovery Act of 2008 was signed into law in order to address the foreclosure crisis. Title III of the Act appropriates $3.92 billion of grant funds under the Neighborhood Stabilization Program to purchase and redevelop abandoned or foreclosed properties. The Neighborhood Stabilization Program is regulated under the rules of the federal Community Development Block Grant Program. The Act requires the jurisdictions to target funding to areas in the community with: 1) the greatest percentage of home foreclosures; 2) areas with the highest percentage of subprime mortgages; and 3) areas that are at risk for foreclosures. Hillsborough County has been identified to receive $19.1 million dollars to invest in the target areas after approval of the NSP Plan. The document was submitted for approval to the Hillsborough County Board of County Commissioners on November 6, 2008. The Plan was forwarded to the U.S. Department of Housing and Urban Development (HUD) by the December 1, 2008 deadline and was subsequently approved by HUD on December 29, 2008.

The Plan includes defining the six target areas and activities the Affordable Housing Department plan to undertake to arrest the decline in these neighborhoods. The initial target areas include the USF area, Orient Park area, and a combination of the Clair Mel/ Palm River/ Progress Village area. Secondary areas include Town ‘n Country, Gibsonton and part of Plant City.

The activities funded by the Program include:

  • financing mechanisms to purchase and redevelop abandoned and foreclosed properties with soft-second loans, loan loss reserves, and shared-equity loans;
  • purchase and rehabilitate abandoned and foreclosed homes to re-sell, rent, or redevelop;
  • establish land banks of foreclosed properties;
  • demolish blighted structures; and
  • redevelopment of demolished or vacant properties.

Hillsborough County has until September 2010 to obligate the funds for the Program. In order to provide the due diligence required for the federal program and expedite the process the County has selected businesses and organizations through formal bid processes to serve in several partnership roles. The types of businesses that have been selected include:

  • housing partner organizations that will help identify buyers that will own or rent the rehabilitated housing,
  • title services
  • appraisal services
  • review appraisers services
  • property rehabilitation contractors
  • environmental lead paint inspection consultants
  • Davis Bacon Compliance Act consultants - (To Be Selected Still)
  • property managers

What Is New:

An amendment to the NSP Substantial Amendment of the 2008-2009 Action Plan has been approved to include the following:

  • Creating a financing mechanism that will allow NSP funds to be utilized for homebuyer financing of NSP-acquired properties;
  • Initiating activities in the secondary target areas immediately;
  • and Allowing for the acquisition of abandoned and vacant properties, in addition to foreclosed properties.
