The American Recovery and Reinvestment Act of 2009 (Recovery Act) was signed into law by President Obama on February 17, 2009.  The Recovery Act provided Neighborhood Stabilization Program (NSP), Round 2 funding, as an extension of NSP1 (established under Division B, Title III of the Housing and Economic Recovery Act of 2008) to address home foreclosure and abandonment. 

NSP2 funds will be provided to local governments and nonprofit organizations on a competitive basis.  On May 4, 2009, the U.S. Department of Housing and Urban Development issued a Notice of Fund Availability (NOFA) for NSP2 that provides guidance to agencies planning to apply for funding.  Based upon this guidance, the County published the proposed uses of funds and target geography for the July 2 – 15, 2009 public comment period (see link below).

Hillsborough County developed an application that was submitted to HUD on July 16, 2009.  The application is provided below.
