About the Director
 

Bill ArmstrongBill Armstrong, an Alabama native, has been the Director of Hillsborough County Animal Services since October 1996. He graduated from the University of Alabama with a bachelor's degree in Political Science and earned a master's degree in Business Management and Supervision from Central Michigan University.

Bill retired from the U.S. Air Force as Colonel in 1994 after 26 years of military service. He served in the Vietnam Conflict and in Desert Storm as a Military Intelligence Officer, and was a Missile Combat Crew Commander in the Minuteman III Intercontinental Ballistic Missile system. He has had assignments in nuclear arms treaty negotiations and as a visiting Defense Fellow in the Center for International Relations located at Queen's University in Kingston, Ontario. In addition to numerous assignments in the United States, he has had overseas assignments in Thailand, United Kingdom, Germany, Canada, Switzerland, and Saudi Arabia.

Bill volunteered to work with the Devil Rays organization during the successful 1994 effort to bring major league baseball to the Tampa Bay area. He also volunteered to work as a United Way Loaned Executive during the 1994 United Way Fall Campaign. He later joined the United Way staff as an Associate Campaign Director from 1995 to October 1996.

Bill is member of the Florida Animal Control Association Board of Directors, a member of the Florida State Agricultural Response Team (SART) Advisory Board, and a member of the Hillsborough Community Animal & Agricultural Response Team (CHAART).

Bill lives in Apollo Beach, Florida with his wife, Toni, and his pets, Flash (dog), Cali, and Simon (cats). Bill and Toni have two sons, Christopher and Steven.
