What training is required in order to open a child care center?
In Hillsborough County a center must have one caregiver (staff person) with a C.D.A. credential,
or equivalent for every twenty pre-kindergarten children in care to receive a license. A center
must have employed this staff person who has met the credentialing requirement.
The center must also have a staff person certified in infant and child cardiopulmonary
resuscitation, and a staff person certified in First Aid training prior to licensure.
The operator of a child care facility is required to have an
administrators credential.

What defines a childcare?
The Ordinance defines child care as, "The care, protection and supervision of a child for a period
of less than 24 hours a day on a regular basis which supplements parental care."
The ordinance defines a child care facility as any child care center or child care arrangement for
more than five children unrelated to the operator which receives a payment, fee, grant or bartering
arrangement for any of the children receiving care, and whether or not operated for a profit.

What if I want to do drop-in care, does it need to be licensed?
Drop-in child care is a form of childcare and must be licensed. If this care is provided at a
child care facility in a shopping mall or business establishment where a child is in care for no
more than a four-hour period and the parent remains on the premises, the child care facility will
need to meet requirements for a child care facility; however, a playground is not required.

Does the State Department of Children and Families monitor child care facilities?
In Hillsborough County, a local licensing program, the Child Care Licensing Program, monitors and
regulates child care. This program is part of the Department of Children's Services
governed by the Board of County Commissioners.
