County Seeking To Disburse Federal Housing Stimulus Funds

Hillsborough County continues to receive federal funds to improve our community. The Affordable Housing Department is in the process of distributing approximately $2.3 million for affordable housing projects and homeless recovery efforts. The funds have been allocated through the American Recovery and Reinvestment Act (ARRA) of 2009 by the United States Department of Housing and Urban Development (HUD).

The Affordable Housing Department is seeking non-profit organizations to respond to a Request For Proposals (RFP) for a portion of the funds, $685,761, that will be spent on programs for homeless residents. The services that the non-profits will be providing are housing relocation and stabilization services, such as case management, outreach, housing search and placement, legal services, mediation, and credit repair.

Eligible applicants must be 501(c)(3) Internal Revenue Service-designated non-profits that have been and are in operation for a minimum of the last two years in Florida, and with an office located in Hillsborough County close to public transportation. A mandatory technical assistance workshop will be held at the Affordable Housing Department, located at 1208 Tech Boulevard, Suite 300, Tampa, FL 33619, on Tuesday, June 9, at 2 p.m. Assistance will be provided on business plan development and staff will be available to answer any questions.

The deadline to submit the RFP for these funds is June 29.

For more information, requirements and application forms, visit the Affordable Housing Department web site at: www.hillsboroughcounty.org/affordablehousingoffice/hprp/. You also can visit the Affordable Housing Department location listed above or contact Joe Ann Lowden at (813) 246-3151 or Maureen Calderaro at (813) 274-6657.

Hillsborough County will be receiving the other portion of the $2.3 million as Community Development Block Grant-Recovery Program funds. The County proposes to utilize the Recovery funds for site development of Habitat for Humanity’s Radio Lane Subdivision ($501,000) and Florida Home Partnership's Bayou Pass Phase III Subdivision ($946,195). The County has previously invested Community Development Block Grant funds for the purchase of land for both subdivisions.

The County is holding a public review and comment period ending on Wednesday, June 3, on these proposed CDBG projects, and will hold a public hearing before the County Commission on that date to approve the projects and submit the amendment to HUD. The public hearing will be held at 2 p.m. at the County Center, 2nd Floor Boardroom, 601 E. Kennedy Blvd., downtown Tampa.

Copies of the proposed CDBG-R amendment will be available until that time on the Affordable Housing website at: www.hillsboroughcounty.org/affordablehousingoffice/cdbgr; at the Affordable Housing Department location listed above; at the following local libraries: 7625 Palm River Road, 2902 West Bearss Avenue, 1 Dickman Drive S.E., and 302 McLendon Street; and the University Area Community Center, 14013 22nd St., Tampa.

Public comments regarding this CDBG-R amendment can be provided in writing to: Hillsborough County Affordable Housing Department; Attn: Maureen Calderaro; 1208 Tech Blvd., Suite 300, Tampa, FL 33619; via phone at: (813) 274-6657; via fax at: (813) 635-8134; or via e-mail at: calderarom@hillsboroughcounty.org.
