The Hillsborough County Civil Service Board consists of seven members who are residents of Hillsborough County. Each member is appointed to the Board for a period of 4 years, or to serve the remaining term of a member who has left the Board prior to expiration of term. Each member is appointed to the Board by the Governor of the State of Florida with the appointment being subject to confirmation by the Senate.

The Board meets every month for a regular business meeting. The monthly business meetings are scheduled for the third Wednesday of every month. When required, the Board meets to hear appeals of discipline and grievance matters. These meetings are scheduled periodically throughout the year, primarily on Wednesdays. Each meeting is noticed in accordance with the provisions of the Government in the Sunshine Law.
