The Volunteer Services Division is commanded by Division Chief Nancy L. Couch, who serves as liaison for various volunteer fire associations throughout
Hillsborough County. Primary responsibilities include assisting volunteer companies in recruiting firefighters, processing applications, scheduling physicals,
providing background investigations, and driver license checks for each applicant. Additional duties include the maintenance of statistical information
concerning volunteer activities, processing of volunteer equipment requests and delivery of fire equipment and reports on a daily basis.
The Service Delivery Teams for volunteer fire suppression consist of an average of 175 volunteer firefighters located in 6 fire stations within any
one of 7 designated battalions. Each of the 6 volunteer fire companies provide 24-hour coverage to the local community. A Senior Volunteer Officer or Chief
Officer coordinates each fire station. The primary unit response is an engine company, however the volunteer stations have a diverse apparatus inventory.
Other apparatus include tankers, brush trucks and squad vehicles. There are volunteer stations that have support vehicles that assist in various roles.
Response of apparatus beyond the typical engine company is contingent upon volunteer personnel availability. A minimum crew of three personnel is the standard
for an engine company response. The volunteer stations average a roster of 20 to 40 personnel.
Their duties are to respond to fire, medical, and other emergencies as required, to protect the citizens and property in the unincorporated areas of
the county. Hillsborough County Fire Rescue has supported the volunteer association by providing $35,000 annually for operational costs. Also, a volunteer
Length of Service Award Program ( LOSAP ) has been established at a cost of $150,000 annually to the County. Hillsborough County Fire Rescue provides all
infrastructure needs to the volunteers, including the station, utilities, equipment, protective clothing, uniforms, supplies, fuel, communications, and
primary response apparatus.
