Background

The Board of County Commissioners (BOCC) established the Health Care Plan Study Committee (Study Committee) on March 2, 2005 to re-evaluate the structure of the Hillsborough County Health Care Program. The BOCC asked the Study Committee to recommend changes in the health care program that would result in the best service for the residents of Hillsborough County and protect the long-term financial viability of the program. In October, 2005 the Study Committee issued its Final Report with recommendations and was disbanded.

Purpose

The BOCC approved a motion on March 18, 2009 to reconvene the Study Committee following a staff report predicting that without intervention the Health Care Trust Fund Balance for the HCHCP could fall below the actuarial recommended level during FY 2011. In the motion, the BOCC charged the Study Committee with identifying:

• By September 2009, tactical actions to sustain the financial viability of the Hillsborough County Health Care Program in the short term.
• By April 2010, longer-term, multi-year actions that will result in long term viability of the Hillsborough County Health Care Program.
