Ryan White Program - HIV Grant Summary


Ryan White Part A:  Federal funds through the Department of Health and Human Services which are directed to urban areas hardest hit by the HIV/AIDS epidemic.  To qualify for Eligible Metropolitan Area (EMA) designation, an area must have reported at least 2,000 AIDS cases in the most recent 5 years and have a population of at least 50,000. To be eligible for Transitional Grant Area (TGA) status, an area must have reported 1,000 to 1,999 new AIDS cases in the most recent 5 years and have a population of at least 50,000 persons.

EMAs and TGAs range in size from one city or county to more than 26 different political entities; some span more than one State. The boundaries of EMAs and TGAs are based on the U.S. Census designation of Metropolitan Statistical Areas.

Locally, the Hillsborough County Board of County Commissioners was designated as the Chief Elected Official (CEO) to receive direct federal funds for the Tampa-St. Petersburg Eligible Metropolitan Area (EMA) in December 1992.  The Family and Aging Services Department has been designated through the County Administrator’s office as the “grantee”, responsible for the office that manages the daily operations.  Hillsborough County in turn awards funds to providers based on service priorities and allocations established by the planning council, known locally as the west central Florida Ryan White Care Council.  The four county service area includes Hillsborough, Pinellas, Pasco, and Hernando.  Part A funds are used to provide a continuum of care for persons living with HIV/AIDS, with the emphasis on primary care and support services that enhance access to and retention in primary care.   Minority AIDS Initiative (MAI) funds are a component of Part A, targeting the disparities in the disproportionately impacted Black and Hispanic populations.  Grantees are required to spend at least 75 percent of the award on core medical services and no more than 25 percent on support services.

Funding for direct services averages $9,000,000 annually.

Ryan White Part B: All 50 States, the District of Columbia, Puerto Rico, Guam, the U.S. Virgin Islands, and the five U.S. Pacific Territories or Associated Jurisdictions are eligible for funding. Emerging Communities are defined as those reporting between 500 and 999 cumulative reported AIDS cases over the most recent 5 years.

Part B funds provide a continuum of care for persons living with HIV/AIDS, with the emphasis on primary care and other core support services that enhance access to and retention in primary care.  Hillsborough County was designated as the lead agency in April 1997 by the Florida Department of Health to receive through contract Ryan White Part B patient care funding.  The service area covers eight counties:  Hillsborough, Pinellas, Pasco, Hernando, Manatee, Polk, Hardee, and Highlands.  Grantees are required to spend at least 75 percent of the award on core medical services and no more than 25 percent on support services. 

Funding for direct services averages $2,000,000 annually

State of Florida General Revenue: These funds support Ryan White Part B patient care funds and are derived from the state of Florida sales tax revenue.  The funds are received through a contract with the Florida Department of Health, with Hillsborough County being designated as the lead agency to administer them across a four county service area which includes the following:  Hillsborough, Pinellas, Pasco, and Polk.  The funds also provide a continuum of care for persons living with HIV/AIDS, with the emphasis on primary care and other core support services that enhance access to and retention in primary care. 

Funding for direct services averages $800,000 annually.

State of Florida Housing Opportunities for Persons with AIDS (HOPWA):   Federal funds directed to states and territories through the Department of Housing and Urban Development (HUD) to provide housing resources and incentives for meeting the short term housing needs of persons living with HIV/AIDS.  The Florida Department of Health, with Hillsborough County being designated as the lead agency, administers these funds across two counties:  Manatee and Polk.  The program focuses upon maintaining and stabilizing clients in their homes, or if already homeless, moving clients back to a more permanent and stable living arrangement.  Services include short term supportive housing facilities payments, short term rent/mortgage assistance, short term utility assistance, and case management services associated with accessing these services. 

Funding for direct services averages $400,000 annually.
