Community Action Program
The Community Action Program (CAP) analyzes low income community
needs and administers the Community Services Block Grant, HUD
Emergency Shelter Grant, Low Income Home Energy Assistance
program (LIHEAP) and Home Energy Assistance for the Elderly
(EHEAP).
The CAP serves as a liaison for local and state government,
social services agencies, civic organizations, and target area
representatives on quality of life issues for low income
disadvantaged individuals and their families. It acts as an
advocate for the needs of the low-income families, designs
programs that provide comprehensive and coordinated services to
help alleviate the causes of poverty and assists those motivated
to achieve and maintain self-sufficiencies through available
funding sources.
The CAP has a federally mandated Community Advisory Board
comprised of volunteers that provide advice and direction for
