IN 2009 THE TAMPA PORT AUTHORITY SECURITY OPERATIONS CENTER PROCESSED OVER 12,000 REQUESTS FOR SECURITY BADGES AND 75,000 VISITOR PASSES FOR ACCESS TO THE PORT. THE SOC HAS APPROXIMATELY 47 FULL-TIME OPERATIONS AND SECURITY STAFF AND SIX COAST GUARD STAFF THAT AT VARIOUS TIMES ARE OCCUPYING THAT BUILDING. THE NUMBER OF PARKING SPACES CURRENTLY PROVIDED IS INSUFFICIENT FOR THE NUMBER OF VISITORS AND EMPLOYEES AT THE SOC AND FOR THE LARGE TRUCKS THAT OFTEN HAVE TO PARK WHILE BADGES ARE BEING -- BEING PROCESSED. THIS PROJECT WILL ADD 43 PARKING SPACES AT THE SOC. FUNDS IN THE AMOUNT OF $300,000 WERE INCLUDED IN THE FISCAL YEAR 2010 CAPITAL PROGRAM TO EXPAND THAT PARKING AREA. THE CONSTRUCTION COSTS INCLUDES THE RELOCATION OF THE STORMWATER DETENTION POND LOCATED AT THE SITE. ON OCTOBER 5th WE RECEIVED BIDS FOR THE SOC PARKING AS OUTLINED IN YOUR AGENDA ITEM. CYPRESS GULF DEVELOPMENT'S BID IN THE AMOUNT OF $235,489 WAS DEEMED NONRESPONSIVE TO THE BID BECAUSE THEY DID NOT SUBMIT THE 10% BID BOND REQUIREMENT. KEYSTONE EXCAVATION'S BID IN THE AMOUNT OF $339,025 WAS ALSO DEEMED NONRESPONSIVE BECAUSE THEY DID NOT SUBMIT THE REQUIRED SBE PARTICIPATION PLAN. LANE CONSTRUCTION CORP IS THE APPARENT LOW BIDDER FOR THE PROJECT. LANE IS LICENSED, EXPERIENCED, AND QUALIFIED FOR PERFORMING SITE AND PAVING WORK. THE FIRM HAS RECEIVED GOOD REFERENCES ON NUMEROUS ROAD PROJECTS FROM THE FDOT. THEY'VE COMMITTED TO USING THREE SMALL BUSINESS ENTERPRISE FIRMS TO ACHIEVE MORE THAN A 10% SBE PARTICIPATION ON THE PROJECT. IN SEPTEMBER 2009 THE TAMPA PORT AUTHORITY RECEIVED CONFIRMATION FROM THE U.S. DEPARTMENT OF ECONOMIC DEVELOPMENT ADMINISTRATION THAT THEY HAD APPROVED AN EDA GRANT AWARD WITH A 50/50 MATCHING REQUIREMENT NOT TO EXCEED THE AMOUNT OF $2,224,632 UNDER THE AMERICAN RECOVERY AND REINVESTMENT ACT FOR THE BERTH 230 IMPROVEMENTS PORTION OF THE REK PIER PHASE ONE IMPROVEMENTS. TPA WILL CONSTRUCT THE REK PIER IMPROVEMENT IN TWO PHASES. PHASE ONE WILL REPLACE BERTH 230 AND IMPROVE THE MOORING FACILITIES AT THE REK PIER. THESE IMPROVEMENTS ARE BUDGETED FOR ABOUT $5 MILLION, WHICH INCLUDES THE EDA GRANT REFERENCED EARLIER. THE PHASE ONE IMPROVEMENTS WILL BE UNDERTAKEN AS SOON AS POSSIBLE. THIS WILL ALLOW THE PHASE TWO IMPROVEMENTS THAT WILL REBUILD THE ENTIRE REK PIER TO BE DELAYED UNTIL NEXT SUMMER, WHICH WILL ALLOW US TIME TO HOPEFULLY OBTAIN ADDITIONAL GRANT FUNDING FOR THE PHASE TWO PROJECT. I THINK YOU'RE ALL AWARE THAT WE ARE PURSUING $20 MILLION FOR THIS PROJECT THROUGH THE TIGER FUNDS THAT ARE GOING TO BE ALLOCATED THROUGH THE DEPARTMENT OF TRANSPORTATION IN WASHINGTON. I STRESS THAT WE HOPE WE RECEIVE SOMETHING BECAUSE YOU PROBABLY KNOW THAT THERE WAS $56 BILLION IN REQUESTS FOR 1.5 BILLION IN MONEY THAT WAS AVAILABLE AND FOUR BILLION IN REQUESTS FROM THE STATE OF FLORIDA ALONE, SO WE'RE NOT ONLY COMPETING WITH THE COUNTRY, WE'RE COMPETING WITH OUR OWN STATE FOR $20 MILLION. AT THE SEPTEMBER 21st, 2009, TPA BOARD OF COMMISSIONERS MEETING THE BOARD APPROVED A ONE-MONTH EXTENSION OF THESE POLICIES THROUGH OCTOBER 31st, 2009. THE REASON FOR THAT EXTENSION AT THE TIME WAS TO ALLOW THE CURRENT INSURER OF THESE POLICIES, PREFERRED GOVERNMENT INSURANCE TRUST, TIME TO CONSIDER WHETHER THEY WOULD BE WILLING TO EXTEND THE POLICY PERIOD FOR THESE POLICIES TO FEBRUARY 1st OF 2010 IN ORDER THAT THESE EXPIRATION DATES WOULD COINCIDE WITH THE EXPIRATION DATES ON ALL OUR OTHER INSURANCE POLICIES. PGIT ADVISED US SUBSEQUENTLY THAT THEY WERE UNWILLING TO EXTEND THE EXISTING POLICY FOR ONE MONTH, THROUGH OCTOBER 31st, 2009. AS AN ALTERNATIVE, THEY OFFERED US THE OPTION OF RENEWING THE EXISTING POLICY FOR A 12-MONTH PERIOD FROM OCTOBER 1st, 2009, THROUGH SEPTEMBER 30th, 2010. UNDER THIS ALTERNATIVE, THE TPA WOULD ALSO HAVE THE OPTION OF CANCELING THESE POLICIES AT ANY TIME BEFORE NOVEMBER 1st OF THIS YEAR WITH NO MINIMUM PREMIUM OR SHORT RATE PENALTY. THE ANNUAL PREMIUMS ASSOCIATED WITH THESE POLICIES HAVE DECREASED FROM THE EXISTING POLICIES. THE AUTOMOBILE POLICY ANNUAL PREMIUM WAS QUOTED AT $48,788. THAT'S A DECREASE OF 12% FROM THE EXISTING ANNUAL PREMIUM OF $55,442. THE WORKERS' COMP POLICY WAS QUOTED AT $99,965, A DECREASE OF 21% FROM THE EXISTING ANNUAL PREMIUM OF 127,110. BOTH THE TPA'S INSURANCE BROKER, HUGH WOOD, INC., AND THE TPA'S INDEPENDENT INSURANCE CONSULTANT, INTERISK, ADVISED THAT THESE POLICIES OFFER THE BEST COVERAGE AT THE MOST ECONOMICAL COST, AND THEY RECOMMEND THAT WE BIND THIS COVERAGE -- THEY RECOMMENDED THAT WE BIND THIS COVERAGE. BECAUSE PGIT WAS UNABLE TO EXTEND THE EXISTING POLICIES FOR ONE MONTH AND BECAUSE THE EXISTING POLICIES WERE EXPIRING ON SEPTEMBER 30th, 2009, IT WAS NECESSARY FOR US TO BIND THE COVERAGE THROUGH THE PERIOD OCTOBER 1st THROUGH SEPTEMBER 30th, 2010. PETE TIMES, La GACETA, FLORIDA SENTINEL, AS WELL AS ON DEMANDSTAR. THE EVALUATION COMMITTEE, CONSISTING OF STEVE FIDLER, SENIOR OPERATIONS DIRECTOR; PAUL WALEN, SENIOR SUPERVISOR OF OPERATIONS; AND LUIS VIAMONTE, MULTITRADES WORKER II OPERATIONS, MET ON OCTOBER 7th, 2009, AND EVALUATED THE PROPOSAL BASED ON EXPERIENCE, QUALIFICATION, AND RESPONSIVENESS, WHICH WAS 70% OF THE BID, AND COST OF SERVICES WHICH WAS 30%. THE FINAL SELECTION RANKING IS LISTED IN THE AGENDA ITEM. YOU'LL NOTE THAT THE HIGHEST-RANKED FIRM DID NOT HAVE THE LOWEST BID. IT IS CLOSE TO THE OTHERS, BUT IT WAS A LITTLE BUT HIGHER, BUT AGAIN, I STRESS THAT COST WAS 30% OF THIS. THE OTHER QUALIFICATIONS CONSTITUTED 70%, AND THEY WERE FOUND TO BE RANKED SLIGHTLY HIGHER THAN THE OTHER FIRMS. I ASK THAT YOU APPROVE THE FINAL RANKING OF THE FIRMS AND AUTHORIZE ME TO NEGOTIATE AND EXECUTE A CONTRACT WITH JT BAY, LLC, PERFORMANCE CLEANING SERVICE TO PROVIDE JANITORIAL SERVICES FOR ONE YEAR WITH TWO ONE-YEAR OPTIONS AT AN ANNUAL COST OF $236,742. APPROXIMATELY 90 PERSONS, INCLUDING NUMEROUS STATE AND LOCAL ELECTED OFFICIALS ATTENDED THE EVENT, WHICH WAS ORGANIZED BY STATE REPRESENTATIVE LAKE RAY IN CONJUNCTION WITH THE FLORIDA PORTS COUNCIL AND THE PORT OF TAMPA. THE EVENT WAS DESIGNED TO SPOTLIGHT THE IMPORTANCE OF INTERNATIONAL TRADE TO OUR STATE AND THE VITAL ROLE PORTS PLAY IN FACILITATING THAT TRADE. AND WE'RE HOPING THAT THIS EVENT AND ANOTHER ONE LIKE IT IN JACKSONVILLE AND ONE WE'RE SCHEDULING FOR DOWN IN SOUTH FLORIDA IN NOVEMBER WILL HELP TO HIGHLIGHT THE VALUE TO THE STATE OF INVESTING IN FLORIDA'S SEAPORT SYSTEM. I DETERMINED THAT IT WAS IN THE BEST INTERESTS OF THE PORT AUTHORITY TO ACQUIRE THIS AC UNIT WITHOUT ADVERTISING SINCE THE EXISTING UNIT WAS APPROXIMATELY 15 YEARS OLD AND WAS ABOUT TO FAIL, AND OBVIOUSLY WE COULD NOT IN THE MIDDLE OF THE SUMMER HAVE A CRUISE TERMINAL WITHOUT -- WITHOUT AIR CONDITIONING.
