County Ordinance and Codes

Hillsborough County’s Code is organized into four distinct parts: (1) The County’s Land Development Code, (2) The County’s Development Procedures, (3) Part A of the County’s Code of Ordinances and Laws and (4) Part B of the County’s Code of Ordinances and Laws, Public Utilities.
- The Land Development Code (LDC)
The LDC contains the Land Development Regulations for unincorporated Hillsborough County as required by Chapter 163, Florida Statutes. The LDC establishes the standards, regulations and procedures for review and approval of all proposed development of property in unincorporated Hillsborough County that is not regulated by the Florida Building Code.

These Procedures are intended to help users of the LDC understand the application submittal, review and decision-making processes outlined in the LDC.
- Hillsborough County Code of Ordinances and Laws, Part A
This section of the code contains the provisions of all ordinances and laws of a general and permanent nature except for those relating to water, wastewater and solid waste matter which are contained in Part B, Public Utilities.
- Hillsborough County Code of Ordinances and Laws, Part B, Public Utilities
This section of the Code contains all ordinances and laws relating to water, wastewater and solid waste matters in Hillsborough County.
An added benefit of this service is the “NOW” Program. This program enables the online Code to be kept up to date between periodic supplements. Newly enacted Ordinances which have not yet been codified can be accessed through this program. After selecting the Code in which you are interested (Part A or Part B) a table of new Ordinances is displayed as soon as you open to the home page. Be sure to review that table to ensure that you are aware of recently enacted legislation which has yet to be codified.
