Housing Programs
Affordable Housing Services Department manages five housing assistance programs.



  • The Housing Rehabilitation Assistance Program assists qualified homeowners to rehabilitate of their single family residential homes by providing them with deferred payment second mortgage loans or grants.

  • The HomeSavers Assistance Program assists qualified homeowners to avoid foreclosure on their residential homes by providing them with deferred payment second mortgage loans to either reinstate or refinance their delinquent first mortgage loans.

  • The Florida Hardest Hit Fund Assistance Program assists unemployed or underemployed homeowners to avoid foreclosure on their residential homes by providing them with assistance to pay their first mortgage payments for up to a year and/or reinstate their delinquent first mortgage loans.  Assistance is provided to them as a deferred payment second mortgage loan.

  • The Emergency Solutions Program (ESG), formerly known as the Emergency Shelter Grant, is managed by Hillsborough County Family and Aging Services Department.  The purpose of the ESG program is to assist individuals and families quickly regain stability in permanent housing after experiencing a housing crisis or homelessness.
