Affordable Housing Services administers federal and state funding to develop effective affordable housing and community development strategies for the low and moderate income citizens of Hillsborough County.

Federal and state grants include:
  • Community Development Block Grant
  • Home Investment Partnership Program
  • Emergency Solutions Grant (ESG)
  • State Housing Initiatives Partnership

  • Download the letter from the U.S. Department of Housing and Urban Development (HUD) and the office of Inspector General, which recently completed a review of the Hillsborough County Affordable Housing Services Community Development Block Grant (CDBG) Program and determined no further action was required.
  • Special Needs Housing Rehabilitation Program: Hillsborough County Affordable Housing Services (AHS) is seeking proposals from non-profits for housing rehabilitation of special needs, owner occupied housing. Responding applicants must meet the guidelines provided in the Request for Proposals (RFP).

    If interested in responding to either the RFP or RFQ, complete the appropriate application with all required documentation by 3:00 p.m. on February 26, 2016. The RFP and RFQ packages provide the submission requirements, forms and descriptions of the proposal contents. All items included in the RFP or RFQ checklist must be included within the submission, and submitted prior to the deadline in order to be considered for review. Applications must be date stamped by the official time clock located in the AHS lobby or recorded as delivered by Fed Ex, UPS or similar courier agency.

  • Needs Assessment Survey - Hillsborough County has begun the process of drafting the 2016 -2020 Consolidated Plan. To assist in establishing the Community Development and Housing needs for our County the Affordable Housing Services Department has created a Needs Assessment Survey to record the valuable opinion of Hillsborough County residents. The answers to these questions will be carefully evaluated and reflected in the 2016-2020 Consolidated Plan and 2016 Annual Action Plan. Access the survey and give us your opinions.

  • Local Housing Assistance Plan (LHAP): In compliance with State of Florida Rules and Regulations, Hillsborough County has prepared a Draft LHAP to detail how State Housing Initiatives Partnership (SHIP) Program funds will be expended in Hillsborough County to address the preservation and expansion of Affordable Housing for our citizens. The Draft LHAP covers the 3-year period from July 1, 2016 – June 30, 2019. This Draft LHAP will be available for Public Review from February 2, 2016 through February 17, 2016. All comments must be in written form and submitted to Michael Marshall, Principal Planner, Hillsborough County Affordable Housing Services, 601 E.
