Responsibilities & Duties
The Hillsborough county administrator is an appointed official who serves as chief executive officer of the County and is responsible for carrying out all decisions, policies, ordinances, and motions made by the Board of County Commissioners.

The administrator's duties include overseeing all county administrative departments and preparing an annual operating budget. The County Administrator's span of responsibility includes a wide variety of county services, from Aging Services to Zoning, and involves an organizational structure of more than 4,000 employees.

About the County Administrator
Michael Merrill was appointed as Interim county administrator in June 2010, and later on December 9, 2010 was appointed as county administrator. Mr. Merrill has been the director of the County’s Debt Management Department since 1988 and, in addition, was appointed in November 2008 as the Assistant County Administrator for Utilities and Commerce.

Background Information
Prior to joining the county, Michael worked in Europe as a finance director, managing the subsidiaries of a publicly held U.S. capital goods manufacturer. For eight years prior to that assignment, he worked in commercial real estate finance, corporate finance and public finance as vice president of a large commercial bank and later, with a regional investment bank.

He is a graduate of Marquette University, a member of the Government Finance Officers Association, and an adjunct instructor at the University of Tampa.
