Yes. In order to keep districts as nearly equal in population as possible, it is sometimes necessary to draw district lines that incorporate portions of other counties.

Hillsborough has six legislators who serve solely within Hillsborough County, four whose districts have more people in Hillsborough than they represent in another county or counties, and six whose majority of constituents is in another county.
