6. What is a "special act"?
A special act, also known as a "local bill," is one enacted by the Legislature but which affects a limited geographic area. A bill or an act which affects the whole state is called a "general" bill or act.

Examples of special acts in Hillsborough County are those which created the Hillsborough County Aviation Authority, the Tampa Port Authority, the Tampa Sports Authority, the Hillsborough County Hospital Authority (which now carries out only limited functions), the Hillsborough County Environmental Protection Commission, the Hillsborough County City-County Planning Commission, and the Hillsborough County Civil Service Board. The only way to change a special act is to pass another local bill which amends it.
