That's a good question because each of us acts as a lobbyist each and every day of our lives. A lobbyist's job is to educate each Legislator with regard to his or her position (or the position of whomever he or she is being paid to represent) on any given issue and then try to persuade each Legislator to vote favorably on that position.
Each of us does the same thing when we say, "Please buy me the striped tie instead of the polka dot one" (because it's more slimming on me) or "Can we have spaghetti instead of tuna for dinner?" (because I had a tuna sandwich at lunch) or "I would like the red balloon instead of the blue one" (it's my favorite color).
