Joyce A. Russell is the African-American
Affairs Liaison for Hillsborough County. In this position, her role is to advocate African-American concerns and issues; interpret and
communicate the needs of African-Americans living in the county; and help African-Americans learn how to access the array of services
offered by the county government.
She has worked for the county government for more than twenty years as a manager, where she has been in charge of activities
such as conducting national workshops on minority recruitment and employability skills training. Her honors include receiving
the prestigious Hillsborough County “Excellence in Government” award in 1992, and being selected as a member
of the national register “Who’s Who in Executives and Professionals.”
Russell is a native of Clearwater, Florida. She received a bachelor of arts degree from Eckerd College. |
