Sometimes all a user wants is basic information. To help the user understand budgeting, and
particularly Hillsborough County's budget, the Management and Budget Department offers the Taxpayer's
Guide to the Hillsborough County Budget. This document defines terms used in the budget, discusses
the standards and process Hillsborough County uses to prepare the budget, and talks about what factors
lead to the size of a budget. The Guide also contains budget information on the summary level and
some interesting facts about Hillsborough County government and as a place to live.

pages answer questions such as what is funded in the FY02 - FY03 budget, what the
County Administrator's remarks to the Board of County Commissioners are about the
adopted budget, how the County governmentis organized, and what have ad valorem tax rates been for
the past several years. There are also links to summary information about the capital improvement program
and the types of facilities and repairs the County is making to the community's infrastructure.
The user might also find it interesting to see the criteria on which the Government Officers Finance
Association evaluates the County budget document. This document also shows the volume and page number
where in the two budget documents Hillsborough County presents the required information.
