The Planning and Growth Management Department serves as staff for the Cockroach Bay Aquatic Preserve Management Advisory Team (CAPMAT). CAPMAT was established by the Hillsborough County Board of County Commissioners (the Board) in 1993 to advise the Board on issues affecting the preservation and management of the Cockroach Bay Aquatic Preserve. Cockroach Bay is located in southwest Hillsborough County, south of the Little Manatee River.

The 26 Board-appointed members of CAPMAT represent a diverse group of environmental, governmental, civic, landowner, business, and recreational interests. The group meets on a monthly basis to addresses ongoing issues and programs affecting the Aquatic preserves, including: 1) the prevention and restoration of seagrass boat prop scars; 2) implementation of the Cockroach Bay Aquatic Preserve Management Plan; 3) reviewing and commenting upon existing and proposed land use activities; 4) developing a navigational aides map for the Little Manatee River; and 5) manatee protection.
