Schools Planning

During the 2005 Florida Legislative Session, new growth management legislation was passed which requires adequate school facilities to be in place within three years of construction of new housing. This concept is referred to as "concurrency" and has been in place in the County since 1990 for roads, parks, sewer, water, stormwater and solid waste facilities.

The Hillsborough County Board of County Commissioners and the School Board of Hillsborough County have had an interlocal agreement in place since October 1997 (as amended in 2003), however, this agreement must be updated to implement school concurrency. The County must also amend its Comprehensive Plan to add a Public Schools Facilities Element and to make changes to the Capital Improvements Element to incorporate a financially feasible public schools capital facilities program and level of service standards for public schools.

Hillsborough County was selected as one of six counties to serve as a pilot community for the early implementation of model updates to local comprehensive plans and interlocal agreements. A consultant team was selected to lead this work effort and prepare the necessary documents. Along with staff of the local governments, School Board and The Planning Commission, a number of individuals and groups are involved in the project.
