The Community-Based Planning Program has been a component of Comprehensive Planning since 1998 and until 2009 it was jointly administered between the Hillsborough County City-County Planning Commission and the Planning and Growth Management Department.
In 2009 the joint program was adjusted to where the Planning Commission would be responsible for the development of any new community-based plans and for updates of previously adopted community-based plans, and the Planning and Growth Management department, under the County Administrator, would be responsible for implementation of the adopted community-based plans.
