Annexation is the process of adding property to the boundaries of a city and removing it from the unincorporated area of a county.  According to State annexation law, if a property is compact, contiguous to city boundaries and will not create enclaves in the unincorporated county, it can be annexed.  Annexation must take place within the boundaries of a single county.  The annexation process is governed by Chapter 171, Part 1 Florida Statutes ("F.S.").

The Comprehensive Plan for Unincorporated Hillsborough County, Intergovernmental Coordination Element, requires Hillsborough County to review all annexation requests by municipalities of areas of unincorporated county.
