Community Plans Implementation  (Administered by Planning and Growth Management Department of Hillsborough County)
The Planning and Growth Management Department (PGM) administers project implementation of adopted community plans. The Planning and Zoning Services Division of PGM undertakes the actions required to implement community plans. These actions are divided into:

  1. Design guidelines and/or amendments to the Land Development Code (overlays, special zoning districts, etc.) and,
  2. Design and zoning review for proposed site development projects. PGM performs design reviews to ensure that proposed site plans and buildings reflect the community plan.

Staff work with the community to establish zoning regulations (specific zoning districts, overlay districts, design guidelines, etc) consistent with the approved community plan.  These amendments go through a public hearing process and are heard by the Board of County Commissioners (BOCC). 

 

Community-Based Planning Program  (Administered by the Hillsborough County City / County Planning Commission)
In 1998, the Hillsborough County Board of County Commissioners (BOCC) approved a Community-Based Planning Program.  From 1998 to 2010, the Planning and Growth Management Department (PGM) and the Planning Commission have worked jointly to develop the Community-Based Planning Program under the directives provided by the Board of County Commissioners (BOCC).

Community-Based Plans are designed to address and offer solutions to each community’s critical planning issues and concerns, and to protect the qualities and characteristics that define what is unique and special about the community.  A community-wide, consensus-building planning process is used to develop new or to update approved community plans that have goals, objectives, policies, and proposals for guiding growth, regulating development, and delivering public services consistent with the residents’ priorities. Once the community plan is prepared and approved by the BOCC, an emphasis is placed on the implementation of projects that address strategic issues identified within the community plan.
