
Lula Banks currently serves as the Director
of Procurement Services since August 2001. Her experience expands
more than twenty-seven years of service to various governmental entities
(e.g., county, school board, and city). She is a generalist in management
and leadership covering a broad spectrum of competencies in procurement
including contract management and compliance, mediation and conflict
resolution, teamwork, inventory and control management programs, handling
environmental issues, airport management, MBE/WBE programs, quality
customer service initiatives, and staff development. She has also
served as Logistic Chief for a Comprehensive Emergency/Disaster Plan,
served on the Board of the National Institute of Governmental Purchasing
(NIGP) and is presently a Master Instructor for NIGP. She holds two
national certifications: a Certified Public Purchasing Officer (CPPO)
and a Certified Professional Public Buyer (CPPB) by the Universal
Public Purchasing Certification Council (UPPCC). Lu also holds two
State Certifications: a Florida Certified Purchasing Agent (FCPA)
and a Florida Certified Purchasing Manager (FCPM). She has also been
appointed to the Grievance Mediation and Fee Arbitration Committee,
as a Mediator, by The Florida Bar.
She has held various positions of leadership
in professional and charitable organizations on a local, state, and
national level. She also received various awards and demonstrates
community involvement via participation with the Pinellas County School-to-Work
Committee, St. Petersburg College Corporate Training Committee, Student
Mentorship programs, Women in Government, and Church ministries.
She is a member of Delta Sigma Theta Sorority,
and holds a certification for County and Family Mediators for the
Supreme Court of Florida. She earned a Bachelor of Science in Social
Science from Florida State University, a Masters in Education Leadership
from Florida A&M University, and has earned her Doctor of Educational
leadership from the Argosy University in Sarasota. She is a graduate
of Leadership Pinellas and the Executive Leadership Institute of the
National Forum of Black Public Administrators.
