These are three different categories of service as defined by the PTC enabling legislation. The wheelchair accessible taxicabs operate primarily with a taximeter and perform on-demand or walk-up service even though they can be prearranged. A van is usually intended for ambulatory customers but may be configured to also transport a wheelchair bound individual. Van services often perform shuttle type services utilizing specific routes and times and often carrying numerous separate customers. Handicabs are specifically designed for the transportation of the transportation disadvantaged and usually designed for wheelchair customers but could be used for others such as those requiring a stretcher bed. Rates vary for these separate categories of service so it is best to inquire about the rates prior to using the service. |

If I rarely operate in Hillsborough County and only have to make one or two pickups a year, can I get authorization to do so without obtaining a license? |

The enabling legislation for the PTC makes no provisions for exceptions to the licensing requirements, even if for one pick up. The staff of the PTC has no authority to make an exception. |

At this time, no. The licensing by one agency does not provide authorization in the jurisdictional area of another except in areas that may have established a reciprocal agreement. Hillsborough County has none at this time. |

Are there any limitations as to how much a handicab can charge? |

The PTC does not establish any rate requirements for handicab services. The companies are required to file a listing of their established rates with the Office of the PTC. |

Are there other licenses required to operate in Hillsborough County as a for-hire transportation service? |

Yes. Your vehicle must be inspected and receive a permit and the driver must be issued a Public Vehicle Driver’s License (PVDL) which is issued by the PTC. Handicab drivers must have satisfactorily completed the following training: State certified standard first aid; State certified standard CPR certification; and defensive driving course approved by the Commission. Copies of the training certificates or other evidence of training completion must be provided to the Commission at the time of application. |

Are there age limits for vehicles? |

Yes, all vehicles, except wreckers, must be 5 model years or less when they are first placed into service. Once placed into service, they may remain in service until they exceed 10 model years. |

Is there a criminal background check for drivers? |

Yes. There are certain criminal offenses that might prevent someone from being authorized a PVDL. You cannot be on probation. Most convictions for felonies, drug related crimes, sex offenses and drinking and driving will make an individual ineligible. You can discuss your history with the staff before you submit an application if you have questions. |

As a driver, am I required to be drug tested? |

Every Certificate holder (licensed operator) is required to maintain a drug-free workplace. It is their responsibility to require the drug testing of drivers. |
