Fletcher Avenue Project Development & Environment (PD&E) Study (CIP # 69606)

The study is being conducted to federal standards to ensure the project is eligible for federal funding.  Phase I of this study, which includes data collection efforts, traffic counts, surveys, and aerial photography, has been completed.  Phase II of the study, currently underway, includes the development and evaluation of alternatives to be presented to the public for input and comment.  Any input and comments received from the public will be considered in the evaluation of the proposed alternatives.

 

Alt 1-Seg 1 
Widens Fletcher Avenue from a four-lane roadway to a six-lane urban typical divided roadway section which includes inside and outside curb & gutter, three twelve-foot travel lanes in each direction, a twenty-two-foot median, bicycle lanes and sidewalks.

Alt 1 Seg 2 
Proposes the same geometric improvements as segment 1 with the exception of the addition of a proposed multi-use path on one side of the roadway instead of a sidewalk.

Seg 2- Alt 2
Widens Fletcher Avenue to a six-lane suburban typical section which includes inside curb and flush shoulders on the outside, three twelve-foot lanes in each direction, a thirty-foot median, bicycle lanes, sidewalks on both sides of the roadway, or a wider multi-use path on one side of the roadway. 
This alternative will require additional right-of-way throughout the segment.  Alternative 2 has the highest amount of right-of-way impacts of all the alternatives. 

Seg 2- Alt 3
Proposes the same geometric improvements as alternative 2 with the exception of the median length of twenty two feet instead of thirty feet.
This alternative widens to the south for the entire length of the segment to avoid impacts to The Claw at USF golf course and Lettuce Lake Park.

Seg 2- Alt 4 
Proposes the same geometric improvements as alternative 3 with the exception that 
Fletcher Avenue would be widened on both the north and south sides to avoid impacts to golf course, Lettuce Lake Park and overhead utilities.

All of the alternatives developed will accommodate the transit amenities currently under design by Hillsborough Area Regional Transit Authority (HART).  The proposed alternatives are located predominantly within the existing Hillsborough County right-of-way, although all of the proposed alternatives require some additional right-of-way be acquired along the corridor in some locations.
