Bearss Avenue & Skipper Road Intersection Improvements (CIP #69600.204)
Project Manager E. Arnold

The existing Bearss Avenue, from Skipper Road to 17th Street North, is a four-lane urban road serving a mixture of commercial and residential users. The intersection is experiencing an increase in congestion, traffic delays and accidents between Skipper Road and the Mort Elementary School driveway. This project has been suspended indefinitely due to funding shortfalls.


Bloomingdale Ave. and Culbreath Rd. Intersection Improvements (CIP #69600.231)
Project Manager E. Arnold
The Preliminary Design and Engineering (PD&E) study is complete. Alternative 2 was chosen and moved to the final design phase. The County staff is reviewing the 100% plans submission.

The proposed improvements include constructing an eastbound right-turn lane on Bloomingdale, constructing a second westbound left-turn lane on Bloomingdale, creating dual left-turn lanes, constructing an additional northbound left-turn lane on Culbreath. Bike lanes will be provided on Bloomingdale. Sidewalks will be provided on both Bloomingdale and Culbreath within the limits of roadway construction. This project has been suspended indefinitely due to funding shortfalls.


Dale Mabry Highway & Humphrey Street Intersection Improvements (CIP #69600247 )

The existing Humphrey Street is a two-lane road with a posted limit of 30mph, serving a mixture of commercial and residential uses. Due to the increase of residents into the surrounding area and continued development along the Dale Mabry Highway corridor, the intersection is operating beyond its design capacity, resulting in significant vehicle delay due to traffic congestion and a high number of vehicle accidents. This project was shelved prior to completion of the PD&E.


Gunn Highway and Linebaugh Avenue Intersection Improvements (CIP 69360)
Project Manager:  E. Arnold
The intersection improvements will include:

At Linebaugh Avenue (Eastbound)

  • Construct an additional right-turn lane approximately 565 feet in length

At Linebaugh Avenue (Westbound)

  • Modify the existing right-turn lane by extending the queue length to approximately 440 feet.
  • Convert the outside existing through lane to a right-turn lane.
  • Convert the existing left-turn lane to a through lane only and eliminating westbound left-turn movement
  • Construct a concrete traffic separator in the median immediately east of the intersection.

At Gunn Highway (Southbound)

  • Lengthen the existing left-turn lane to a length of approximately 363 feet
  • Modify the through/right-turn lane to a free flow right-turn lane.

At Gunn Highway (Northbound)

  • Construct an additional left-turn lane approximately 367 feet in length.
  • Modify the through/right-turn lane to a free flow right-turn lane.
In addition, the existing strain pole mounted traffic signals will be replaced with traffic signals on mast arms. Because the improvements have minimal impact to the existing drainage; the Southwest Florida Water Management District (SWFWMD) has determined that this project can utilize the existing drainage pond that currently provides retention for the intersection. The improvements will include an eight-foot sidewalk for pedestrians and bicycles on the north side of Linebaugh Avenue.  This project has been suspended indefinitely due to funding shortfalls.

N Lakeview Drive & Dale Mabry & Northdale Blvd. & Dale Mabry Intersection Improvements

The improvements at the intersection of North Dale Mabry Highway and Lakeview Drive South in the westbound direction include modifying the existing median in order to add dual left-turn lanes, add a four foot bike lane onto the outside lane, changing the existing shared through and left-turn lane on the outside to a shared through and right-turn lane. In the eastbound direction, the existing lane assignments and horizontal geometry are maintained with a four foot bike lane added on the outside lane. The median opening for a directional left-turn in the eastbound direction will be constructed to maintain a left-turn movement into Swan Lake Apartments and out of Seminole electric. The changes to North Dale Mabry Highway include re-stripping and modifications to the nose of the median on the south side of the intersection. A five foot sidewalk is added to the south side of Lakeview Drive and the existing sidewalk on the north side is replaced with a 6 foot sidewalk abutting the proposed curb and gutter. Right of way for drainage and lane width will be required. The improvements will include type F curb and gutter and modifications to the existing traffic signal. These changes are needed to reduce vehicle delay, improve safety and reduce accident occurrences. The proposed drainage system for North Dale Mabry Highway and Lakeview Drive South consists of modifying the existing closed drainage system based on the additional turn lanes. The Project is scheduled to complete Spring 2013.


Lutz Lake Fern Road Widening (CIP #61052)

Lutz Lake Fern Road from east of the Suncoast Parkway to east of the Boulevard of the Roses will be widened from a two lane roadway to a four-lane divided highway. It will include bike lanes and sidewalks on both sides and raised concrete and grassed medians throughout. As part of the construction, designated right and left-turn lanes will be constructed at the entrance to the school compound that includes McKitrick Elementary, Martinez Middle and Steinbrenner High Schools. In addition, a traffic signal will be installed at the entrance to Steinbrenner High and Martinez Middle Schools. Segment 1 was completed February 2010. Segment 2 is scheduled to complete November 2011. Segment 3 improvements has been suspended indefinitely due to funding shortfalls


Northdale Boulevard and North Dale Mabry Highway Intersection Improvement (CIP 69600.279)

The original proposed intersection improvements included:

  • Widen south side of Northdale Boulevard west of Dale Mabry Highway to accommodate dual left turn lanes from eastbound Northdale Boulevard to northbound Dale Mabry Highway, one through lane and two right turn lanes from eastbound Northdale Boulevard to southbound Dale Mabry Highway.
  • Construct a traffic separator on Northdale Boulevard west of Dale Mabry Highway.
  • Replace existing Span wire signal poles with mast arm signals.
  • Construct a traffic separator on North Lakeview Drive South that will close off the existing median openings
  • Mill, resurface, and restripe eastbound and westbound Northdale Boulevard within the project limits.
  • Provide Drainage systems necessary for the proposed construction
  • Provide driveway connections to all existing driveways within the limits of construction.

The project scope has been redefined to include limited median modifications in order to improve the access management to a proposed Whole Foods Market scheduled to open Fall of 2012.


Bruce B. Downs Widening (CIP #61044)
The current construction project includes the widening of Segment B from Palm Springs Boulevard to Richmond Place Drive and Segment C from Richmond Place Drive to Pebble Creek Drive from a four lane divided road to an eight lane divided road. It will also include landscaped medians in various areas, a five foot sidewalk on the West side of the road, a 10 foot asphalt path on the East side of the road, and bus bays where appropriate.


Bruce. B Downs Transit Options
Back in 2003, the Florida Department of Transportation (FDOT) completed a Project Development and Environment (PD&E) study that determined Bruce B. Downs Boulevard should be widened to 8 lanes in Hillsborough County. County staff began design for eight lanes, leaving a 20 foot wide corridor on the east side of the roadway for future transit. The design of the road widening project is essentially complete, and almost ready for construction. In early 2009 the issue was raised as to whether the County should construct the road as an 8 lane or 6 lane roadway.

At the time there was not enough money to build this 8-lane project on Segment A, and there was concern about the traffic impacts of building Segment B/C without getting started on Segment A. Segment B/C is just north of here, from Palm Springs to Pebble Creek, and is now under construction. We looked at whether building 6 lanes here would be less expensive than 8 lanes, to see if Segment A could be started sooner.

The plans for rail have changed since the original Bruce B Downs widening project was conceived. Back in 2002, plans for rail showed it as far north as Skipper Road. More recently, Hillsborough�s Metropolitan Planning Organization in 2006 documented the need for rail up to the I-75 interchange area, to serve New Tampa developments and thousands of commuters. In 2008, the Tampa Bay Area Regional Transportation Authority, or TBARTA, identified the need for a cross-county connection up to the also-rapidly-growing Wesley Chapel area. Questions began to be raised about whether and how rail would fit into Bruce B Downs north of Skipper Road. The MPO Board revised its long range plan, calling for 6 lanes plus rail on Segment A, rather than for 8 lanes.


Causeway and Providence Intersection Improvements (CIP #69600.238)
A Preliminary Design and Engineering (PD&E) Study is currently being conducted to determine what improvements should be made at the intersection to reduce traffic congestion and improve safety for motorists, pedestrians, and bicyclists.  Thus far, the Study has identified that the intersection is operating at an unacceptable level of service due, in most part, to inadequate turn lane capacity.


Hanley Road and Waters Avenue Intersection Improvements (CIP #69351)
The Hanley Road and Waters Avenue Intersection Improvements include:
The addition of a second or dual westbound to southbound left-turn lane along Waters Avenue.  The addition of an exclusive northbound to eastbound right-turn lane along Hanley Road. Extension of the southbound to eastbound left-turn lane along Hanley Road, and Median access restrictions adjacent to the intersection along Hanley Road and along Waters Avenue east of the intersection.


Lakewood Drive and Brandon Blvd Intersection Improvements (CIP #69600.296)
The Lakewood Drive at Brandon Blvd. proposed alternatives all include modifications to the north leg of the intersection only.  A traffic separator is proposed to be constructed in the median for the entire length of the left turn lane.


Linebaugh Avenue Widening (CIP #69604)
Linebaugh Avenue from Countryway Blvd. to Racetrack Road is proposed to be widened from a two lane roadway to a four lane divided roadway with a wide median that would accommodate future widening to the inside to create an ultimate six lane corridor. Future construction will occur to the south of the existing roadway to match the road section from Countryway Boulevard to Sheldon Road.


Fletcher Avenue Project Development & Environment Study (PD&E) (CIP #69606)
The study is being conducted to federal standards to ensure the project is eligible for federal funding.  Phase I of this study, which includes data collection efforts, traffic counts, surveys, and aerial photography, has been completed.  Phase II of the study, currently underway, includes the development and evaluation of alternatives to be presented to the public for input and comment.  Any input and comments received from the public will be considered in the evaluation of the proposed alternatives.


Fletcher Avenue Pedestrian & Bicycle Safety Improvements (CIP #63090)
Fletcher Avenue from Nebraska Avenue to 50th Street has been identified as having one of the highest pedestrian crash rates in unicorporated Hillsborough County. More than 1,400 pedestrians cross Fletcher each day. Between 2006 and 2010, there were 63 pedestrian accidents in this section of Fletcher reported by the Hillsborough County Sheriff�s Department. Of the 63 crashes, 3 resulted in fatalities and 22 resulted in incapacitating injuries.


Racetrack Rd Widening (CIP #69121)
Racetrack Road from Hillsborough Avenue to Douglas Road is being widened to a 6-lane divided highway.  It will include bike lanes and sidewalks on both sides and raised concrete, grassed or landscaped medians throughout.


Sheldon and Waters PD&E (CIP #69600.252)
Racetrack Road from Hillsborough Avenue to Douglas Road is being widened to a 6-lane divided highway.  It will include bike lanes and sidewalks on both sides and raised concrete, grassed or landscaped medians throughout.


Symmes Road & East Bay Road Intersection Improvements (CIP #63073067)
Symmes Road is an existing 2-lane undivided rural roadway with shoulders and roadside ditches.  The posted speed limit is 45 mph.  East Bay Road is a north/south roadway that crosses Symmes Road as a 2-lane undivided rural roadway with shoulders and roadside ditches. The intersection un-signalized with a 4-way stop condition. 

Due to the increase of residents and development into the surrounding area, the intersection is operating beyond its design capacity, resulting in significant vehicle delay due to traffic congestion and a high number of vehicle accidents.

University Area Community and Duck Pond Area Drainage Improvements (CIP #47097)
During the 2004 and 2005 rainy seasons, several roadways in the area were flooded. As a result, several projects were developed to relieve this flooding in the University Community Area.

Due to the flat grade of the area and an inadequate drainage system, the stormwater is unable to naturally drain to its outfall, therefore causing local drainage problems and severe flooding. In addition any raised driveways or sidewalks causes standing water in the roadways

U.S. 41 and Crenshaw Lake Road and U.S. 41 and Sunset Lane Intersection (CIP 69600.272, CIP 69600.274)
Crenshaw Lake Road is a two lane rural road with a posted limit of 30 mph, serving a mixture of commercial and residential uses.  Due to the increase of residents into the surrounding area and continued development along the US 41corridor, the intersection is operating beyond its design capacity, resulting in congestion and traffic delays.  In addition, Crenshaw Lake Road lacks sidewalk connectivity and bicycle lanes throughout the project.

Sunset Lane is a two lane rural road with a posted speed limit of 40 mph, serving a mixture of commercial and residential uses.  Due to the increase of residents into the surrounding area and continued development along the US 41corridor, the intersection is operating beyond its design capacity, resulting in congestion and traffic delays.  In addition, Sunset Lane lacks sidewalk connectivity and bicycle lanes throughout the project. 


Valrico Road and Front Street Intersection Improvements (CIP #CIP69601.402)
The existing intersection is located in the Brandon/Valrico area. Both N. Valrico Road and Front Street are 2-lane rural roadways with posted speed limits of 45 mph along N. Valrico Road and 35 mph along Front Street. The vertical alignment at the CSX railroad crossing is elevated above the existing approaches along Valrico Road and along Front Street. The intersection is stop-sign control on the eastbound approach.  CSX railroad has a gated signal crossing, located on the south leg of the intersection parallel to Front Street.


Valrico Road & Sydney Road Intersection (CIP #69600230)
The existing Valrico Road at Sydney Road is a four-legged intersection that lacks signalization.  Both Valrico and Sydney Roads are two-lane roadways primarily serving residential uses.  Due to the increase of residents and continued development into the surrounding area, the intersection is operating beyond its design capacity, resulting in significant vehicle delay due to traffic congestion and a high number of vehicle accidents.


Columbus Drive Bridge Construction & Closure
Hillsborough County has started work on the re-building of the 85-year-old Columbus Drive Bridge in West Tampa.  The swing bridge carries traffic over the Hillsborough River, connecting West Tampa and Tampa Heights. The project is expected to be completed by Spring 2012.  The total budget for the project is $8.6 million.


S.R. 60 & Dover Road Intersection Improvements (CIP #69600.295)
The Preliminary Design and Engineering (PD&E) study is complete. An alternative was chosen and moved to the final design phase. The County staff is reviewing the 60% plans submission. A public meeting is scheduled for July 2011 to present the 60% plans and receive public comment. This project is funded for land acquisition and construction.


Lithia Pinecrest, Durant & Lumsden Road Intersection Improvements (CIP #63077)
The existing intersection has six roadway approaches. The approaches have unconventional, skewed crossings that create conflicting movements for the vehicles. In addition, the lane configurations and turn lane lengths do not provide adequate operational capacity for current and future traffic demands. Due to the increase of residents and continued development in the surrounding area, the intersection is operating beyond its design capacity, resulting in significant vehicle delay due to traffic congestion and a high number of accidents.

Traffic volumes are high during morning and evening peak hours. The northbound left turn lane on Lithia Pinecrest Road experiences the highest volume in the morning. The eastbound right turn lane on Lumsden Road is at its highest volume in the evening.


Gunn Hwy and Tarpon Spring Road Intersection Improvements (CIP #69601.427)
The existing Gunn Highway is a two-lane rural roadway with a posted speed limit of 40 mph.  Tarpon Springs Road is a two-lane rural roadway with a posted speed limit of 45 mph, serving a mixture of commercial and residential uses.  The intersection is a “T”-intersection where Tarpon Springs Road meets Gunn Highway. Due to the increase of residents into the surrounding area and continued development along both corridors, intersection is operating beyond its design capacity, resulting in traffic delays and a high number of vehicle accidents. In addition, both roadways lack sidewalk connectivity and bicycle lanes throughout the project.


Platt Street Bridge Construction & Closure
The Platt Street Bridge in downtown Tampa was constructed in 1926 at a cost of $400,000. The Platt Street Bridge, as well as the Cass Street Bridge, were designed by the Strauss Bascule Bridge Company, which also designed the Golden Gate Bridge in San Francisco. At 518 feet long, it serves as a vital link between South Tampa and the downtown business core. In 2006, the bridge was granted a historic designation. 


Valrico, Wheeler and Sydney Road Intersection Improvements (CIP #69600232 and #69600.230)
The Valrico Road at Wheeler Road proposed alternatives include:

Alternative 1 will widen Valrico Road to provide a dedicated northbound left turn lane from Valrico Road onto Wheeler Road.

Alternative 2 will widen Valrico Road to provide a dedicated northbound left turn lane from Valrico Road onto Wheeler Road. It will also widen Wheeler Road to provide a dedicated eastbound right turn lane from Wheeler Road onto Valrico Road.

Alternative 3 will widen Valrico Road to provide a dedicated northbound left turn lane from Valrico Road onto Wheeler Road and a dedicated southbound left turn lane from Valrico Road onto Wheeler Road. It will also widen Wheeler Road to provide a dedicated eastbound right turn lane from Wheeler Road onto Valrico Road.

The Valrico Road at Sydney Road proposed alternatives include:

Alternative 1 will include installation of a traffic signal, widen Valrico Road to improve the existing northbound right turn lane and will widen Sydney Road to provide a dedicated westbound left turn lane from Sydney Road onto Valrico Road.

Alternative 2 will include installation of a traffic signal, widen Valrico Road to improve the existing northbound right turn lane and will provide a dedicated southbound left turn lane from Valrico Road onto Sydney Road.

Alternative 3 will include installation of a traffic signal , widen Valrico Road to improve the existing northbound right turn lane and will provide a dedicated southbound left turn lane from Valrico Road onto Sydney Road.  It will also widen Sydney Road to provide a dedicated westbound left turn lane from Sydney Road onto Valrico Road.

In addition, the improvements will be designed with sidewalks and bicycle lanes at both intersections to accommodate pedestrians and bicyclists. Additional Right-of-Way will be required for all the alternatives to make the proposed improved improvements.
