The Tampa Foreign Trade Zone was authorized by the Foreign Trade
Zones Board in 1982. The Tampa zone program is now managed by the Tampa
Foreign Trade Zone Board, Inc., a nonprofit corporation with members
representing the City of Tampa, Hillsborough County, Tampa Port Authority,
Hillsborough County Aviation Authority, and the Greater Tampa Chamber
of Commerce.
A Foreign Trade Zone is defined as a secured
area located within the United States but is considered technically
outside of the Customs territory.
Foreign Trade Zones offer a number of advantages to the importer:
Imports
may be placed in the zone pending entry through Customs, or be exported
without the need to enter. Imports may be tested, sampled, measured,
or even destroyed while in the zone.
Goods
may be marked as to country of origin while in the zone before filing
entry papers. Goods may simply be stored in a zone pending the payment
of Customs duties.
Goods
may be repaired or assembled while in the zone and then imported
or exported to another country.
Goods
may be manufactured in a zone prior to the filing of a Customs entry.
The
tariff duties on goods coming out of a zone may be paid at the rate
of the goods being removed or at the rate of the components, whichever
is lower.
Material
used, consumed, or destroyed in a zone is not liable to duties. Ownership
of goods may be transferred while in the zone.

ZONE NOTES:
Companies throughout the United States have taken advantage of
the zone programs in their respective areas through the use of established
general-purpose zones (public use) or in sub-zones granted at individual
company locations.
Sub-zones have grown from less than five in 1980 to nearly 400
in 1998.
More than 3,500 firms now use FTZs and 350,000 people are employed
at zone facilities.
The total value of merchandise moving through FTZs amounts to more
than $160 billion annually.
49 states plus Puerto Rico have established Foreign Trade Zones.
