'Waste To Energy'

A Way Of Life In Hillsborough County

Did you know that much of the garbage collected in Hillsborough County is actually used as fuel to produce electricity?

Located at 350 Faulkenburg Road in Brandon, the County's Resource Recovery Facility is a state-of-the-art incinerator which burns an average of 1,100 tons of garbage per day, seven days a week. The heat generated from the incineration process is used to produce electricity. This electricity provides all the electricity necessary to operate the facility and the remainder is sold to Tampa Electric Company for resale to its customers. The Resource Recovery Facility generates enough electricity to power approximately 15,000 homes for an entire year! The resulting ash is taken to the Southeast County Landfill. However, the amount taken to the landfill represents a volume reduction of 90% and weight reduction of 75% of the original waste - this represents another great way we've reduced the waste being disposed of in the Southeast County Landfill.



Ferrous Metal Recovery at the County's Resource Recovery Facility

Electricity is not the only valuable resource recovered at the County's Resource Recovery Facility. Another is ferrous metals - metals that contain iron. The ferrous material is part of the ash residue left after the incineration process. It is recovered from the ash residue utilizing a vibratory conveyor, rotary trommel and a drum magnet. The recovered ferrous material is then marketed by the County's contracted facility operator, Ogden Martin Systems of Hillsborough, Inc. (OMSH). After deduction of an annual operating fee paid to OMHS for the maintenance and operation of the Ferrous Recovery System, net proceeds are apportioned between the County (90%) and OMSH (10%).

This system recovers about 6,000 tons of ferrous metals each year. In just the last five years (from 1995 - 1999), approximately 30,000 tons (that's 60,000,000 pounds!) of ferrous metal has been recovered from this process. This ferrous recovery process enhances Hillsborough County's overall recycling efforts by removing these recyclable products which would otherwise be disposed of at the Southeast County Landfill.

MULTI-FAMILY RECYCLING
A Pilot Project

The Hillsborough County Solid Waste Management Department now has in place a recycling pilot program which targets multi-family and condominium communities. This pilot project is designed to generate data which will indicate whether or not multi-family recycling is financially feasible or practical. The data will also provide useful information on what kinds of recycling strategies work best with multi-family communities of different sizes and demographics. Several multi-family communities are scheduled to have recycling programs implemented over the next few months.

Litter And Illegal Dumping Control Program
To Keep Hillsborough County Beautiful

The Hillsborough County Solid Waste Management Department (SWMD) has expanded its efforts to reduce the problems of litter and illegal dumping in the County. A new ititiative titled the Litter and Illegal Dumping Control Program (LIDCP) targets three areas of concern: Cleanup, Enforcement and Education.

As part of the LIDCP, the Board of County Commissioners recently approved a right-of-way maintenance agreement with the Sheriff's Office for once a year litter removal along 260 miles of heavily traveled County roadways. Litter removal will be accomplished by use of the Sheriff's Office community service workers.

Expect to hear more about this initiative in the future.
