Now available at The Center for Development Services, Center Pass helps you plan like a pro with online tools to access current center wait times, get in line remotely with an eTicket, and request a service appointment in advance.


Things to know

  • Actual wait times may change between the time you access the information online and when you arrive at the service center. Longer wait times are generally between the hours of 10:30 a.m. and 3 p.m.
  • Please note that eTickets are issued until 4 p.m. Customers with eTickets issued by 4 p.m. may continue their business transaction through close of business at 5 p.m. Permitting and Cashier service available until 4:30 p.m.

  1. What is Center Pass?

    Center Pass is Hillsborough County’s new online queuing and appointment scheduling system for permit and property development services. Property owners, developers, and those who plan to visit our downtown service center can now request an eTicket to “get in line” remotely or request an appointment for service in advance.

  2. How does it work?

    Center Pass makes requesting an eTicket or appointment easy.

    Clicking the "Get an eTicket" button directs you to the request portal where you can virtually join the current queue after selecting the service, location (currently only County Center is available), and providing the required customer information. Your eTicket will be valid up to two hours after your request is confirmed. Upon check in, you will be advanced in line for service.

    To request an appointment for service at a future time or date, select “Request an Appointment” and follow similar prompts. A member of our team will contact you within 24 hours to confirm your requested appointment date and time.

  3. For what services can I request an eTicket?

    eTickets are available for those who need to:

    • Apply for a Building Permit
    • Apply for a Contractor License
    • Apply for a Right of Way Permit
    • Apply for a Trade Permit
    • Apply for Electrical Release/Co
    • Make a Payment

  4. I plan to visit a service center for multiple services. Do I need to request an eTicket for each service?

    No, you only need one eTicket. You will be routed to additional services, as necessary, after your initial service is complete.

  6. Can I cancel or reschedule my appointment?

    For your convenience, Center Pass allows you to self-cancel or reschedule appointments online. Visit Manage Appointments and click on "Find, Cancel or Reschedule" to review or modify existing appointments. Please remember to use the phone number provided when the appointment was scheduled.

  7. Where can I park?

    Public parking is available at all County facilities.

    Visitors to County Center can use our public parking garage at 319 N. Pierce St. The garage entrance is on Jackson Street, and it exits onto Pierce Street. The first hour of parking is free of charge. Additional parking options are also available.

  8. What do I do when I arrive at the service center?

    Customers should check in at the front desk upon arrival. Customers with an eTicket will be advanced in queue. Customers with confirmed appointments will be directed to the appropriate service representative.
