Understanding Meeting Types

In response to the ongoing COVID-19 public health emergency, Hillsborough County is giving the public various options for official meetings. Most of these meetings will be a hybrid type, which includes virtual participation. Learn more about these meetings and how to participate.

Hybrid

What does this mean?

There are two types of Hybrid meetings: in-person quorum and quasi-judicial. The in-person quorum hybrid meeting is when a quorum of board members meets in-person at a physical location. The rest of the board, staff and general public participate virtually. The quasi-judicial hybrid meeting allows board members and the public to meet at a location in-person, but also allows for virtual participation.

How can you participate?

  • If it’s an in-person quorum meeting, you can participate virtually by completing a public comment form or contacting the meeting manager for access to your specific meeting. 
  • If it’s a quasi-judicial meeting, you can attend in person or complete a public comment form to speak virtually. If you are being sworn in and want to appear virtually, you must have a working computer or phone with a camera to participate.

Virtual

What does this mean?

A meeting that has no physical location and is held entirely using virtual access methods for both meeting members and the public.

How can you participate?

  • You can participate virtually by completing a public comment form or contacting the meeting manager for access to your specific meeting.

  • After you sign up to participate, you will receive instructions on how to access the meeting.

Pro Forma

What does this mean?

A brief meeting of a group, often only a few minutes in duration. The meeting's purpose is legally defer the meeting.

How can you participate?

  • No public can attend in-person, and there are no agenda items to discuss.

  • The public can contact the meeting manager to send in written comments or attend virtually.

What does this mean?
