Hillsborough Commissioners Seek Applications for Citizen Boards and Councils

Hillsborough County, Fla. (Dec. 18, 2018) - Hillsborough County Commissioners are seeking residents to serve on several County citizen advisory boards and councils. Residents interested in seeking appointment must reside in and be registered voters in Hillsborough County. These are voluntary positions, and members serve without compensation. Applicants may apply to more than one board but may only serve on one board at a time unless specifically approved by the BOCC. All applicants must submit a completed Questionnaire for County Appointments and a Standards of Conduct form. Incomplete applications will not be considered. Additional requirements are in the information that follows.

If you apply to a board that requires a background check, you must also submit a Background Investigation Disclosure and Authorization form, also listed on the webpage above. *You will be contacted by our Human Resources Department with further instructions regarding the online portion of the background check. A response within 24 hours is required.

The application due date is Jan. 10, 2019. Appointments will be scheduled for a meeting of the Board of County Commissioners in February.

The forms are available in the Commissioners' reception area on the second floor of County Center, 601 E. Kennedy Blvd. in downtown Tampa; by calling the Boards and Councils Coordinator at 813-272-5826; or on the County's website at: HCFLGov.net. Click on the "Government" link on the top of the page, then the "Boards and " link. The forms can be filled out and printed, then scanned and emailed, faxed, hand-delivered, or mailed. All forms must be signed and dated, and all questions must be answered in entirety to be eligible. Additional directions for submission are listed on the questionnaire.

The boards and councils that have openings are:

AFFORDABLE HOUSING ADVISORY BOARD
This board advises and makes recommendations to the Board of County Commissioners and Affordable Housing Officer on issues affecting affordable housing development. In addition, the board assists the County in developing new programs and policies in order to foster the development and preservation of attainable housing for those County residents who desire to live in safe, decent, and affordable housing.

One position is vacant and one term is expiring. Terms are for three years. Positions are specified as: 1) at-large resident; and 2) a citizen actively engaged as for-profit provider of Affordable Housing.

Meeting schedule: Every other month, first Monday, 11 a.m.

BUILDING BOARD OF ADJUSTMENT, APPEALS & EXAMINERS
This board confirms the competency and integrity of applicants applying for building certification in the County, and takes disciplinary action against those contractors who fail to comply with the Building Code.

One position is vacant, and one term has expired. Member term is for four years. Alternate term is for two years. Positions are specified as: 1) a Florida registered architect; and 2) an alternate that must be knowledgeable and experienced in the technical codes of this board.

Citizens appointed to this board will be required to file an annual financial disclosure.
Meeting schedule: Monthly, third Tuesday, 9 a.m.

CHILD CARE FACILITIES ADVISORY BOARD
This board advises the Board of County Commissioners on recommended amendments to the Child Care Facilities Ordinance; proposes additional rules and regulations to the Board of County Commissioners which effectuate the intent and purpose of the ordinance; and recommends and assists the Hillsborough County Office of Child Care Licensing in the development and implementation of training materials for child care personnel. It also advises the Hillsborough County Office of Child Care Licensing on all matters pertaining to child care facilities.

Five positions are vacant. Terms are for three years. Positions are specified as: 1) a licensed private for-profit child care facility operator from the African American community; 2) a local non-profit or governmental agency serving the needs of young children and their parents; 3) the president of an association whose purpose is to promote professionalism in early childhood programs; 4) an operator from a licensed religiously affiliated child care facility; and 5) a non-profit licensed child care facility or organization representative.

Appointment to this board is contingent upon passing a criminal background check. *Applicants must submit a Background Investigation Disclosure and Authorization Form with the application.

Meeting schedule: Quarterly, first Thursday, 1:30 p.m.

CHILD CARE LICENSING HEARING OFFICER
Pursuant to the Hillsborough County Child Care Homes Licensing Ordinance 14-40, and Hillsborough County Child Care Facilities Ordinance 14-39, an applicant for a license or a current licensee, under these ordinances, may request a hearing whenever an application for a license is denied, or whenever a license has been placed on probation, suspended, revoked, or an administrative fine has been imposed by the Office of Child Care Licensing. These hearings are conducted by a hearing officer who makes findings and recommendations with respect to the matters considered at the hearing.

One term is expiring. Term is for three years. Hearing Officers must be members in good standing of the Florida Bar and may not be employees of the County Attorney's Office.

Appointment to this board is contingent upon passing a criminal background check. *Applicants must submit a Background Investigation Disclosure and Authorization Form with the application.

CODE ENFORCEMENT BOARD
This Board has jurisdiction to hear violations of all codes and ordinances of Hillsborough County with most cases arising out of violations of the County's housing, building, zoning, and sign codes and ordinances to maintain minimum health and safety standards.

Four terms are expiring. Terms are for three years. After two consecutive terms, a member shall not be eligible for reappointment until one calendar year has elapsed from the date of termination of the second term. Consideration for appointment shall be given to representatives from the following fields: an architect; a businessperson; an engineer; a general contractor; a subcontractor; and a Realtor.

Citizens appointed to this board will be required to file an annual financial disclosure. Citizens appointed to this board must reside in the unincorporated area of Hillsborough County.

Meeting schedule: Monthly, generally third or fourth Friday, 9 a.m.

CODE ENFORCEMENT SPECIAL MAGISTRATE
These Special Magistrates have jurisdiction to hear violations of all codes and ordinances of Hillsborough County with most cases arising out of violations of the County's housing, building, zoning, and sign codes and ordinances to maintain minimum health and safety standards; burglar false alarms ordinance and natural resources regulations; the water restriction ordinance, and red light camera appeals.

Two terms are expiring. Terms are for three years. After two consecutive terms, a member shall not be eligible for reappointment until one calendar year has elapsed from the date of termination of the second term. Applicants must have experience in one of the following: law, codes, enforcement, construction and land use; water resource ordinances; burglar false alarm ordinances and land development program; zoning signs and minimum standards ordinances. Consideration for appointment shall be given to representatives from the following fields: an architect; a businessperson; an engineer; a general contractor; a subcontractor; and a realtor.

Citizens appointed to this board will be required to file an annual financial disclosure. Citizens appointed to this board must reside in the unincorporated area of Hillsborough County.

Meeting schedule: Monthly; Community Codes - generally 2nd Monday at 9 a.m.; Red Light Cameras - generally first or second Thursday at 9 am; Burglar False Alarms, Water Resources, & Natural Resources Regulations - generally first Friday, 9 a.m.

COUNTY INTERNAL AUDIT COMMITTEE
This Committee serves in an advisory capacity to the Board of County Commissioners (BOCC) and to the County Internal Auditor, on issues presented to the Audit Committee related to monitoring audit activities for the BOCC. The Audit Committee also serves as an intermediary between the BOCC and the County Internal Auditor upon request from the BOCC or the County Internal Auditor. The Audit Committee shall be subject at all times to Florida's Government-in-the-Sunshine Law, codified in Florida Statutes 286.011.

One position is vacant due to resignation. Position is for the remainder of term, which expires Aug. 31, 2019. Members may not serve more than two full consecutive terms. Position is specified as a Certified Public Accountant in good standing and is licensed to practice in accountancy in the state of Florida. Consideration will be given to nominees who possess the following attributes: the ability to encourage openness and transparency; the ability to ask relevant questions, evaluate the answer, and continue to probe for information until completely satisfied with the answers provided; and the ability to work with the County Internal Auditor and work cohesively with other Audit Committee members in fulfilling the Audit Committee's purpose.
Members must have an understanding of good management and business practices; no direct financial interest in County business; and must be impartial, unbiased, and have no conflicts of interest.

Meeting schedule: Quarterly, time and place to be determined.

CROSS CONNECTION AND BACKFLOW CONTROL BOARD
This board assists the plumbing official, the water purveyor, and the health officer in the enforcement of Hillsborough County regulations; hears citizen complaints concerning the ordinance and associated regulations, and when appropriate, makes recommendations to the BOCC regarding changes to the regulations; and serves as an appeals board from any decision, ruling, or determination of the inspection agency involved in the enforcement of the Ordinance and associated regulations.

One term is expiring. Terms are for four years. Position is specified as a citizen representative of Hillsborough County.

Meeting schedule: Quarterly, generally first or second Monday, 1 p.m.

ELECTRICAL BOARD OF ADJUSTMENT, APPEALS & EXAMINERS
This board confirms the competency and integrity of applicants applying for electrical certification in the County, and takes disciplinary action against those contractors that fail to comply with the Electrical Code.

Two terms are expiring. Terms are for two years. Positions are specified as alternate members who must be knowledgeable and experienced in the technical codes of this board.

Citizens appointed to this board will be required to file an annual financial disclosure.

Meeting schedule: Quarterly, third Thursday, 9 a.m.

FAMILY CHILD CARE HOME ADVISORY BOARD
This board annually reviews and advises the Board of County Commissioners on recommended amendments to the Family Child Care Home's Licensing Ordinance or the Rules and Regulations Handbook, including: recommending and assisting the local licensing agency in the development and implementation of training materials for child care personnel; advising the local licensing agency on matters of licensing policy, procedures, and priorities; and proposes additional rules and regulations regarding the intent and purpose of the ordinance.

One term is expiring, and three positions are vacant. Terms are for three years. Positions are specified as: 1 & 2) a licensed family child care home operator representing all segments of the community; and 3 & 4) a parent who has a child enrolled in a licensed family day care home.

Appointment to this board is contingent upon passing a criminal background check. *Applicants must submit a Background Investigation Disclosure and Authorization Form with the application.

Meeting schedule: Quarterly, third Thursday, 7 p.m.

HEALTH CARE ADVISORY BOARD
This Board improves accessibility and efficiency of care for medically poor residents of Hillsborough County through recommendations to the Board of County Commissioners for fund allocation, coordination, planning, and monitoring of health care delivery systems.

One position is vacant. Position is for a partial term which expires Feb. 15, 2021. Position is specified as a participant in the Hillsborough County Indigent Health Care Plan at the time of appointment or any subsequent reappointment.

Meeting schedule: Monthly, third Thursday, 3 p.m.

HEALTH COUNCIL OF WEST CENTRAL FL, INC.
This Council works in collaboration with community-based organizations to identify, address, and resolve health care issues of local concern. The Council collects and analyzes health care data, prepares special reports and publications, and educates the community about special health issues.

One position is vacant. Term is for two years. Position is specified as a health care purchaser - an individual or an authorized member of an organization or agency who is responsible for the purchase of health services for a group of 25 or more individuals either directly or through acquisition of health insurance coverage.

Meeting schedule: second Thursday, every other month, 3:30 p.m. This council meets in rotating counties of the five-county planning district.

HISTORIC RESOURCES REVIEW BOARD
This board serves as an architectural review board for the protection of historic resources in unincorporated Hillsborough County. It recommends archaeological and historical sites to the Board of County Commissioners for landmark designation and reviews alterations and new construction on landmark sites or districts.

Three positions are vacant. Terms are for three years. Positions are specified as: 1) a historian; 2) an architect, licensed to practice in the state of Florida; and 3) an architect, licensed to practice in the state of Florida or an architectural historian. All members must have a demonstrated interest, competence, or knowledge in historic preservation.

Citizens appointed to this board must reside in the unincorporated area of Hillsborough County.

HOSPITAL AUTHORITY
This authority monitors the lease entered into in 1997 with Florida Health Sciences Center, Inc., which permits FHSC to occupy the Authority's Davis Island property and transfers ownership and operation of Tampa General Hospital. Monitoring the hospital's overall condition, indigent and charity care reports and MBE contract participation, and reviewing grievances of citizens who feel they were denied care due to the inability to pay are the primary obligations of the Authority Board.

One term is expiring. Term is for four years. Citizens appointed to this board will be required to file an annual financial disclosure.

HOUSING FINANCE AUTHORITY
This authority was created in 1985 to provide incentives to the private sector to relieve the shortage of affordable housing in Hillsborough County. Through partnerships with lenders, builders, and developers, the authority has assisted thousands of first-time home-buyers through mortgage loan programs, which offer below-market mortgage rates and innovative down payment assistance programs. The Authority has also assisted renters through its Multi-Family Bond programs, which feature below-market rental rates to lower income individuals and families.

Two terms are expiring. Terms are for four years. Not less than three of the members shall be knowledgeable in one of the following fields: labor, finance, or commerce.

HUMAN RELATIONS BOARD
This board encourages equality among all people by reviewing complaints filed under Hillsborough County's Human Rights Ordinance, which promotes fair treatment and equal opportunity for people regardless of race, religion, color, sex, national origin, age, disability, marital status, sexual orientation, and gender identification or expression.

Five terms are expiring. Terms are for three years. Members may not be appointed to serve more than two full consecutive terms. Consideration for membership shall be given to representatives from the following fields: retail merchandising management; industrial management; real estate sales; property leasing; mortgage financing; law enforcement; and labor council.

Citizens appointed to this board will be required to file an annual financial disclosure.

INDUSTRIAL DEVELOPMENT AUTHORITY
This authority, with the consent of the Board of County Commissioners, provides financing of industrial projects that are beneficial to the community, including manufacturing plants and pollution and waste-control facilities.

Three terms are expiring. Terms are for four years. Members should be knowledgeable in finance, economic development, or the planning and financing of large capital improvements.

Meeting schedule: Monthly, first Thursday, 8:30 a.m.

MECHANICAL BOARD OF ADJUSTMENT, APPEALS & EXAMINERS
This Board confirms the competency and integrity of applicants applying for mechanical certification in the County, and takes disciplinary action against those contractors that fail to comply with the Mechanical Code.

Three positions are vacant. Member positions are for four years. Alternate position is for two years. Positions are specified as: 1) a Class "A" HVAC contractor; 2) a sheet metal contractor; and 3) an alternate, with knowledge and experience in the technical codes of this board.

Citizens appointed to this board will be required to file an annual financial disclosure.

Meeting schedule: Quarterly, third Thursday, 10 a.m.

PLUMBING AND GAS BOARD OF ADJUSTMENT, APPEALS & EXAMINERS
This board governs the certification and/or compliance standards for plumbing and gas contractors doing work in Hillsborough County and enforces adherence to the standards set by the Plumbing and Gas Code. The board members shall be appointed by the governing bodies of the jurisdictions that choose to use the County's boards and enter into an interlocal agreement with Hillsborough County.

Two positions are vacant. Terms are for two years. Positions are specified as alternates with knowledge and experience in the technical codes of this board.

Citizens appointed to this board will be required to file an annual financial disclosure.

PUBLIC LIBRARY BOARD
This 12-member board, appointed by the Board of County Commissioners, serves in an advisory capacity to the Library Director regarding the operation of the Tampa-Hillsborough County Public Library, including future planning and policy developments.

Two positions are vacant. Positions are for partial terms which expire June 30, 2020, and June 30, 2019. Positions are specified as: 1) a resident from County Commission District 2; and 2) a resident from County Commission District 3. Successful candidates should have some background/experience in business, law, government, or other civic activity, and have demonstrated leadership in the community. Participation in at least one of the standing committees is required.

TOURIST DEVELOPMENT COUNCIL
This council prepares a tourist development plan for the Board of County Commissioners, recommends uses for the tourist development tax revenue, and monitors trust fund spending. It also makes recommendations to the Commissioners for developing tourism in the area.
Two terms are expiring. Terms are for four years. Positions are specified as: 1) hotel/motel representative; and 2) tourist industry representative. Tourist-related industry members must be involved in tourism-related businesses or venues.
