Hillsborough Commissioners Seek Applications for Independent Oversight Committee

Hillsborough County, Fla. (Jan. 11, 2019) - Hillsborough County Commissioners are seeking residents to serve on the Independent Oversight Committee. This Committee was created to ensure that the distribution and expenditures of the Transportation Surtax is successfully implemented and to provide independent oversight of the distribution and expenditure of the Transportation Surtax proceeds.

The duties for this Committee are as follows:

  1. Review the results of the annual audit described in County Charter Amendment, Section 11.04 and make findings as to whether the Clerk and each Agency has complied with the terms of the Charter Amendment. Such findings shall include a determination as to whether Surtax Proceeds have been distributed as provided in the Charter Amendment and whether the Surtax Proceeds have been extended in compliance with applicable state law, this Article, and any additional requirements that an Agency may have lawfully adopted.
  2. Approve Project Plans and approve and certify as to whether the projects therein comply with the Charter Amendment.
  3. Prepare an annual report to the Clerk and each Agency presenting the results of the annual audit process and any findings made. The IOC shall cause a summary of the annual report to be published in a local newspaper and ensure that the report and annual audit are available online and are delivered to every library located within the County for public review. The IOC shall hold a public hearing on each audit and annual report and shall report the comments of the public to each Agency.
  4. Review any projects proposed by citizens for inclusion in an Agency's Project Plan, and forward them to the appropriate Agency for consideration.

Four positions will be appointed by the Board of County Commissioners. Terms are for three years. Positions are specified as: 1 & 2) two Hillsborough County residents; and 3 & 4) two Hillsborough County residents with *expertise in either transportation, planning, sustainability, engineering, or construction. *Individuals must have at least seven years of experience in their respective subject matter area, and possesses professional accreditations or degrees that are typical of an expert in their respective subject matter area.

No one currently serving as an elected official or appointed city, county, special district, state or federal public office holder shall be eligible to serve as a member of the Independent Oversight Committee.

Members may not be an employee of, independent contractor of, or otherwise be materially engaged for remuneration by any public or private recipient of Surtax Proceeds.

Citizens appointed to this Committee will be required to file an annual financial disclosure.

Residents interested in seeking appointment must reside in and be registered voters in Hillsborough County. These are voluntary positions and members serve without compensation. All applicants must submit a completed Questionnaire for County Appointments and a Standards of Conduct form. Incomplete applications will not be considered.

Individual Commissioners may interview candidates prior to conducting the formal appointment process.

The deadline to apply is February 7, 2019. Appointments will be scheduled for a meeting of the Board of County Commissioners in March.
