Hillsborough Commissioners Seek Applications for Citizen Boards and Councils

Applications due by close of business on March 11, 2021

Hillsborough County, Fla. (Feb. 12, 2021) - Hillsborough County Commissioners are seeking residents to serve on several County citizen advisory boards and councils. Residents interested in seeking appointment must reside in and be registered voters in Hillsborough County. These are voluntary positions and members serve without compensation. Applicants may apply to more than one board but may only serve on one board at a time unless specifically approved by the BOCC. All applicants must submit a completed Questionnaire for County Appointments and a Standards of Conduct form. Additional requirements are in the information that follows.

If you apply to a board that requires a background check, you must also submit a Background Investigation Disclosure and Authorization form*You will be contacted by our Human Resources Department with further instructions regarding the online portion of the background check. A response within 36 hours is required before the link expires.

Forms are available on the County's website at Boards and Councils Forms. The forms can be filled out and printed, then scanned and emailed, faxed, or mailed.

All forms must be signed and dated, and all questions must be answered in entirety to be eligible.
The application is due by close of business on March 11, 2021. Appointments will be scheduled for a meeting of the Board of County Commissioners in April or May 2021.

ANTI-BULLYING ADVISORY COMMITTEE
This Committee was created to provide advice and recommendations to curb and eliminate all forms of bullying throughout Hillsborough County, Florida.

Three terms have expired. Terms are for three years. Positions are specified as: 1) a private sponsor representative selected to participate with the County in the Anti-Bullying Initiative; and 2 & 3) representatives from a child welfare advocacy organization such as Guardian Ad Litem, Parent Teacher Association, Parent Teacher Organization, Boys and Girls Club, Joshua House, YMCA, YWCA, or other such organization.

This board is subject to F.S. 286.011 - also known as the Sunshine Law.

Appointment to this board is contingent upon passing a criminal background check. *Applicants must submit a Background Investigation Disclosure and Authorization Form with the application.

Meeting schedule: Every other month, 4th Thursday, 10:00 a.m.


CHILD CARE LICENSING ADVISORY BOARD
The purpose of this Board is to provide advice to the local licensing agency on child care matters.

Five terms are expiring, and six positions are vacant. Terms are for three years. Positions are specified as: 1 & 2) two operators from a licensed private for-profit child care facility; 3 & 4) two parents who have a child enrolled in a child care facility in Hillsborough County; 5) a representative of an accrediting organization of an exempt child care facility; 6) an operator of a religiously exempt or licensed religiously affiliated child care facility; 7) the president or representative of a child care provider's association; 8 & 9) two operators from licensed family child care homes representing all segments of the community; 10) an operator from a licensed public/private child care facility that works primarily with migrant children; and 11) an operator from a licensed child care facility that serves at-risk or special needs children.

Appointment to this board is contingent upon passing a criminal background check. *Applicants must submit a Background Investigation Disclosure and Authorization Form with the application.

Meeting schedule: Quarterly, 3rd Thursday, 1:30 p.m.


CHILD CARE LICENSING HEARING OFFICER
Pursuant to the Hillsborough County Child Care Homes Licensing Ordinance 19-6, and the Hillsborough County Child Care Facilities Ordinance 19-5, an applicant for a license or a current licensee, under these ordinances, may request a hearing whenever an application for a license is denied, or whenever a license has been placed on probation, suspended, revoked, or an administrative fine has been imposed by the Office of Child Care Licensing. These hearings are conducted by a hearing officer who makes findings and recommendations with respect to the matters considered at the hearing.

Two positions are vacant. Positions are for the remainder of terms which expires 6/30/22. Hearing Officers must be members in good standing of the Florida Bar and may not be employees of the County Attorney's Office.

Appointment as a Hearing Officer is contingent upon passing a criminal background check. *Applicants must submit a Background Investigation Disclosure and Authorization Form with the application.

COMMISSION ON HUMAN TRAFFICKING
The purpose of this Commission is to promote public awareness of the existence of human trafficking within Hillsborough County; Establish, through relationship building within the community, educational programming opportunities for the public and key industries to recognize the indicators of human trafficking and learn to report suspected human trafficking, and Advocate strategies, financially and otherwise, to aide rescued victims of human trafficking, and Support local and statewide efforts to identify opportunities for positive impact and improved outcomes for victims and service providers through data collection, sharing, and analysis.

Two terms are expiring. Terms are for one year. Positions are specified as: 1) a representative of religious institutions; and 2) a human trafficking community advocate.

Meeting schedule: Generally, the last Wednesday, Bi-monthly, 1 p.m.


CROSS CONNECTION AND BACKFLOW CONTROL BOARD
This Board assists the plumbing official, the water purveyor, and the health officer in the enforcement of Hillsborough County regulations, hears citizen complaints concerning the Ordinance and associated regulations, and when appropriate, makes recommendations to the BOCC regarding changes to the regulations; and serves as an appeals board from any decision, ruling, or determination of the inspection agency involved in the enforcement of the Ordinance and associated regulations.

One position is vacant. Position is for the remainder of term which expires 12/31/2022. Position is specified as a private citizen of Hillsborough County.

CULTURAL ASSETS COMMISSION
The purpose of this Commission is to provide guidance in the administration of the Cultural Assets Program, to serve as a vetting body to consider merits of proposals, to provide recommendations as to periodic funding and grant awards consistent with solicitation processes, and to provide further advice regarding enhancements to the Program to meet the primary objectives set forth by the BOCC.

The Cultural Assets Program is designed to strengthen and promote cultural assets throughout Hillsborough County that encourage placemaking and community-building outcomes aligned with the County's uniqueness, personality and character. A quality community celebrating its unique culture and seeking to celebrate its diverse personality is widely recognized as an integral part of an overarching economic development strategy, attracting talented workforce, business capital, and of course growing job opportunities.

One position is vacant. Term is for three years. Position is specified as a representative of a community-based philanthropic organization and/or private foundation.

ELECTRICAL BOARD OF ADJUSTMENT, APPEALS AND EXAMINERS
This Board confirms the competency and integrity of applicants applying for electrical certification in the County and takes disciplinary action against those contractors that fail to comply with the Electrical Code.

Two terms have expired. Terms are for two years. Positions are specified as alternates. Alternate members must be knowledgeable and experienced in the technical codes of this board.

Citizen appointed to this board will be required to file an annual financial disclosure.

Meeting schedule: Quarterly, 3rd Thursday, 9:00 AM


HEALTH CARE ADVISORY BOARD
This Board improves accessibility and efficiency of care for medically poor residents of Hillsborough County through recommendations to the Board of County Commissioners for fund allocation, coordination, planning, and monitoring of health care delivery systems.

One position is vacant. Term is for four years. Position is specified as a participant in the Hillsborough County Indigent Health Care Plan at the time of appointment or any subsequent reappointment.

Meeting schedule: Monthly, 3rd Thursday, 3 PM

HEALTH COUNCIL OF WEST CENTRAL FLORIDA, INC (District VI)
This Council works in collaboration with community-based organizations to identify, address, and resolve health care issues of local concern. The Council collects and analyzes health care data, prepares special reports and publications, and educates the community about special health issues.

Five terms have expired. Terms are for two years. Positions are specified as: 1) a consumer over sixty years of age; 2) a consumer under sixty years of age; 3) a purchaser - an individual of an authorized member of an organization or agency who is responsible for the purchase of health services for a group of 25 or more individuals either directly or through acquisition of health insurance coverage; 4 & 5) health care providers.

Meeting schedule: 2nd Thursday, every other month, 3:30 p.m. This Council meets in rotating counties of the 5-county planning district.


HISTORIC RESOURCES REVIEW BOARD
This Board serves as an architectural review board for the protection of historic resources in unincorporated Hillsborough County. It recommends archaeological and historical sites to the Board of County Commissioners for landmark designation and reviews alterations and new construction on landmark sites or districts.

Two positions are vacant, and two terms will expire. Terms are for three years. Positions are specified as: 1) an architect, licensed to practice in the state of Florida or an architectural historian; 2) a lay person with demonstrated interest, competence, or knowledge in historic preservation; and 3) an alternate who meets one of the professional criteria for this board-architect, architectural historian, historian, anthropologist, archaeologist, planner or landscape architect or real estate developer or broker, owner of historic property listed on the Master Site File .

Citizens appointed to this board must reside in the unincorporated area of Hillsborough County.

Meeting schedule: Monthly, 3rd Tuesday, 3 PM

HISTORICAL ADVISORY COUNCIL
This Council's mission is to support and facilitate a uniform historical marker program throughout the County, including the cities of Tampa, Plant City, and Temple Terrace as well as organizations and other agencies who request assistance. It also provides the BOCC with support that complements the goals of historical preservation and education in Hillsborough County.
One term has expired. Term is for three years. No member shall serve for more than two full consecutive terms. More than one half of a term is deemed to be service for a full term. A member who has served two full consecutive terms shall be eligible for reappointment after at least three years of non-membership.
All members shall possess expertise in significant and relevant historical matters.
Meeting schedule: Quarterly, 4:30 p.m.

HUMAN RELATIONS BOARD
This Board encourages equality among all people by reviewing complaints filed under Hillsborough County's Human Rights Ordinance which promotes fair treatment and equal opportunity for people regardless of race, religion, color, sex, national origin, age, disability, marital status, sexual orientation, and gender identification or expression.

One position is vacant. Term is for three years. Members may not be appointed to serve more than two full consecutive terms. Consideration for membership shall be given to representatives from the following fields: retail merchandising management, industrial management, real estate sales, property leasing, mortgage financing, law enforcement, and labor council. There shall always be on the Board, a person with a disability or a person representing persons with disabilities.

Citizen appointed to this board will be required to file an annual financial disclosure.

LAND USE APPEALS BOARD

This Board hears appeals of decisions of the Land Use Hearing Officer on special use permits and variances from zoning regulations.

Two positions are vacant. Terms are for three years. One position is an alternate. Consideration for membership shall be given to representatives of the following: an attorney with at least five years of experience practicing in Hillsborough County who has been admitted to the Florida Bar for not less than five years; a landscape architect or architect registered to practice in the state of Florida; a business owner or operator in unincorporated Hillsborough County; a professional planner with not less than three years of experience in land use planning or zoning in Hillsborough County; a civil or environmental engineer registered to practice in the state of Florida; a developer active in development in Hillsborough County or a duly licensed general contractor (Class A) active in a business in Hillsborough County.

Citizens appointed to this board will be required to file an annual financial disclosure. Citizens appointed to this board must reside in the unincorporated area of Hillsborough County.

Meeting schedule: Monthly, 1st Friday, 1:30 PM, as needed.

MECHANICAL BOARD OF ADJUSTMENT, APPEALS AND EXAMINERS

This Board confirms the competency and integrity of applicants applying for mechanical certification in the County and takes disciplinary action against those contractors that fail to comply with the Mechanical Code.

Three positions are vacant. Member terms are for four years. Alternate member term is for two years. Positions are specified as: 1) a Class "A" HVAC contractor; 2) a sheet metal contractor; and 3) an alternate, with knowledge and experience in the technical codes of this board.

Citizens appointed to this board will be required to file an annual financial disclosure.

Meeting schedule: Quarterly, 3rd Thursday, 10:00 AM

PLUMBING AND GAS BOARD OF ADJUSTMENT, APPEALS AND EXAMINERS

This Board governs the certification and/or compliance standards for plumbing and gas contractors doing work in Hillsborough County and enforces adherence to the standards set by the Plumbing and Gas Code. The board members shall be appointed by the governing bodies of the jurisdiction that choose to use the County's boards and enter into an interlocal agreement with Hillsborough County.

One position is vacant, and one term is expiring. Terms are for two and four years. Positions are specified as: 1) an alternate with knowledge and experience in the technical codes of this board and 2) a master plumber.

Citizen appointed to this board will be required to file an annual financial disclosure.

Meeting schedule: Quarterly, 3rd Tuesday, 1 PM

PUBLIC ART COMMITTEE

This Committee acts in the public interest on all matters relating to the Public Art Ordinance including the selection, placement, and maintenance of works of public art throughout the County. The Committee provides public input in the administration and planning of the Public Art Program and serves as a liaison to the Hillsborough County visual arts community.

Two terms have expired. Terms are for three years. Positions are specified as: 1) private citizens of Hillsborough County with demonstrated knowledge and appreciation for visual art. No member shall serve for more than two full three-year terms.
