Unexpected Delivery: Firefighter Honored for Lifesaving Work
It is a harrowing story with a happy ending. A rescue unit transports a pregnant woman to the hospital. She unexpectedly begins to give birth during transit, and a quick-thinking firefighter delivers the baby, saving both the mother and child's life under extraordinary circumstances.
Last December, Fire Rescue Lt. James Foy helped save the infant when mom suffered complications on the way to Tampa General Hospital. Although Lt. Foy was trained for deliveries, nothing prepared him for delivering a baby in the back of a rescue.
"To say it was stressful is an understatement," Lt. Foy says. "Yet having gone through this and ending with a positive outcome is very special."
For his efforts, he was recognized as the Lifesaver of the 1st Quarter by the Hillsborough County Board of County Commissioners during the Quarterly Awards & Recognitions Ceremony on Jan. 23. Lt. Foy was quick to recognize his colleagues.
"I see the things my brothers and sisters overcome, and deal with every day, on the streets, and this really is just another day on the job," he says. "While this career is very hard at times, we all lean on each other, learn from each other, and try our best to make HCFR the best department in the country."
Among the other recipients of the Quarterly Awards were:
- Communications & Digital Media's Web Team and Hillsborough Television - Communications & Digital Media were recognized by the Board for three awards. Tampa Bay Business Journal readers chose Hillsborough Television as Best Video Production Company in the publication's Best in the Biz Readers' Choice Awards. For its work on the County's new website, the department's Web Team was the recipient of the Award of Excellence by the Tampa Bay Chapter of the Public Relations Society of America, and the team was a finalist for the Center for Digital Government's Government Experience Award.
- Economic Development - The Florida Redevelopment Association honored Economic Development with its Creative Organization Development and Funding Award. In addition, the department's Entrepreneur Collaborative Center was chosen by readers of the Tampa Bay Business Journal as the Best Entrepreneurial Support Organization in the publication's Best in the Biz Reader's Choice Awards.
- Hillsborough County Clerk of Court Pat Frank - Clerk of Court and Comptroller Pat Frank received a commendation for her oversight of the Hillsborough County Investment Pool, which earned the highest possible credit rating by S&P Global Ratings.
