You can apply for a rebate when you replace you older high-volume toilets with new ultra-low flow models. Prior to 1995, the plumbing code allowed the production of toilets that used more than 3.5 gallons of water per flush (GPF.) But today's models use 1.6 GPF or less. 


All requirements must be met in order to qualify: 
  • A pre-1995 home construction per Hillsborough County Appraiser's records
  • Active and current Hillsborough County Public Utilities water service at property of ultra low flow toilet (ULFT) model install
  • Original sales receipt(s) for ULFT toilet, parts, and/or installation dated within one year prior to application
  • Completed application form signed by property owner or managing agent


  • Ultra low flow toilets can decrease your water bill

Things To Consider

  • See application for rebate amounts
  • Up to three ultra low flow toilets are eligible for the rebate program
  • To qualify for the installation allowance, receipt(s) for ULFT installation must show work was performed by a licensed plumber and indicate license number
  • Funds are limited and available on a first come, first served basis
  • The program is only available to potable water customers of Hillsborough County Public Utilities Department, not water customers of Plant City, Tampa or Temple Terrace, nor any franchise or private utilities
